“Foreign” NGO Law Vs“Chinese” Charity Law: Interpreting the laws from a CSR perspective
Civil society and its accompanying legal framework have become considerably more complex in China in recent years. The range of nonprofit, philanthropic and other social organizations (civil society organizations) has expanded rapidly, as have their fields of activity, including their partnerships with the government and business sectors. Civil society organizations of various kinds are moving gradually but steadily from the margins of society into the mainstream.
In 2015, Chinese government expedited their law-making process with regards to governing the civil society organizations in China. The release of draft Foreign NGO Law and draft Chinese Charity Law for public comments has triggered heated discussions across public, private and nonprofit sectors in terms of impact of the laws on the development of Chinese civil society.
For CSR practitioners who work with NGOs/ charity organizations on a daily basis, it is important to understand how these two laws are going to affect their working relationship with NGOs and change the way on how corporations interact with their NGO partners.
The CSR Forum is delighted to wrap up this year’s CSR Practitioner Retreat Series by hosting Mr. Wang Liwei, the CEO of Charitarian Media Group, who sits on the advisory board for drafting both Foreign NGO Law and Chinese Charity Law. Mr. Wang will give us an update on the rationale of how the laws are designed. He will outline the subtleties between Foreign NGO Law and Chinese Charity Law, discuss the laws in the context of President Xi’s visits in US and UK, and share his insights on how these two laws can impact CSR practices in China.

About the speaker
Wang Liwei, PRC Advisor on Charity and CEO of Charitarian Media Group
Wang Liwei advises the Chinese Government on issues relating to non-profit work and in this capacity sits on the board of The Ministry of Commerce, the All China Industry and Commerce Federation and SASAC (State Owned Enterprise Chamber of Commerce). He is the Chief Executive of China Development Foundation which helps to train rural teachers in interactive teaching methods. Founder of the Charitarian magazine, Wang actively influences, inspires, supports and challenges Government agendas in the fields of Education, Health and Universal Values. Wang is also an advisor at Tsinghua University CSR Centre Beijing. In recognition for his work in establishing charitable vocational schools in Shandong, Wang was made the honouree vice-mayor for education in the province.
This involves frequent media appearances in China and the UK regarding bilateral trade. For many years, he has been a strong supporter of social responsibility projects as a core component of Sino-British Government relations.
About “CSR Practitioner Retreat” Series
In 2015, the CSR Forum embraces its 10th birthday. To mark this milestone anniversary, the Forum in Beijing launched “CSR Practitioner Retreat Series”, a four-part roundtable series which aims at offering the opportunity for CSR professionals to step back from their day-to-day work and invest time in strategic skills development through best practices sharing. Participants can benefit from peer-to-peer learning among CSR professionals from a variety of organizations including MNCs, SMEs, think tanks and non-profits.
