The European Union Chamber of Commerce in China (European Chamber) is pleased to invite you to the launch of the Shanghai Position Paper 2025/2026, taking place on Wednesday, 12th November 2025. As we are entering the 15th Five Year Plan, which is likely to pursue technological self-reliance in strategic sectors and maintain the country’s leadership in global manufacturing, we encourage the Shanghai government to actively include European companies in the implementation process. In particular, the Shanghai Chapter sets five recommendations: - Implement city-wide, consistent rules for foreign-invested enterprises (FIEs) addressing structural barriers. - Increase Shanghai’s international attractiveness to foreign nationals and businesses. - Support small and medium-sized enterprises’ growth. - Enhance Shanghai’s competitiveness by enabling European companies to fully participate in the green transition. - Strengthen Shanghai’s supply chain resilience and leverage Shanghai’s coordination role for trade issues, including export controls. Implementing these recommendations would help sending a positive signal to foreign investors in China’s most international city.
