近年来,海关不断加大对特许权使用费的监管力度,表现在正面监管和后续监管两方面。2016年5月,对沿用多年的报关单格式进行修改,专门增加“支付特许权使用费确认”的申报项目;连续多年开展特许权使用费专项稽查行动,涉及税款动辄数十万元,甚至数百万元。
近期,海关在全国范围内对企业向境外支付特许权使用费的情况开展专项稽查,稽查进口货物完税价格中是否存在少报漏报应税特许权使用费的情况。对外支付特许权使用费金额较大、同时有产品或设备进口的企业将被海关重点关注,要求开展自查或实施稽查。
