Energy & Utility Policy Working Group Meeting
Friday 27th May 2005
The 2005 Energy & Utility Policy Position Paper has been drafted and we would like to invite you to join us on Friday to discuss the text before we finalise the Paper.
This year?? key recommendations are:
1. Energy Security: Create right conditions for European energy companies to maximize their contributions to China?? energy security.
2. Energy Saving: In residential heating, change the surface-based pricing system to a system based on actual energy consumed. The implementation of the energy saving plan requires thousands of concrete measures like this.
3. Policy for Gas-fired Power: Provide a clear and coherent policy to support gas-fired power at the initial stage of gas/LNG market development.
4. Incentives for clean energy: Extend the incentives for renewable energy to natural gas and LNG.
5. Utility regulation: Improve the regulatory capabilities of local municipal governments in charge of the utility services.
