As the EU proceeds its carbon border adjustment mechanism, China’s top economic planner NDRC has announced on 22nd November that the country will speed up the establishment of a product carbon footprint (PCF) system. About 50 carbon footprint accounting rules and standards for key products will be introduced at the central level by 2025, and 200 by 2030. What is the progress of national standard-setting on PCF? What products will be covered first? How can China promote the international recognition of its PCF system? How can multinationals incorporate PCF into their supply chain management?
The European Chamber Carbon Market Working Group is glad to welcome an expert from the China National Institute of Standardization (CNIS), and various industry players, to give updates on China’s PCF system, and share best practices in corporate carbon footprint management.
在欧盟推进碳边境调节机制之际，国家发改委于 11 月 22 日宣布，中国将加快建立产品碳足迹管理体系。到 2025 年，国家层面将出台约 50 个重点产品碳足迹核算规则和标准；到 2030 年，将出台约200 个重点产品碳足迹核算规则和标准。目前产品碳足迹核算规则和标准制定的进展如何？将首先覆盖哪些产品？中国如何推动碳足迹国际衔接与互认？跨国公司如何把产品碳足迹纳入供应链管理？

Speakers
Mr. Ellery (Ruixin) Li
Ruixin currently works as the lead climate specialist at ICF International Consulting (Beijing). He has eight years of experience working on climate change issues and more than five years of experience implementing international cooperation projects. His focuses include carbon pricing mechanism, green finance, and sustainable aviation, etc. In addition, since 2014, Ruixin has been tracking international climate negotiations under the UNFCCC as an observer.
Mr. Liang Sun 孙亮
孙亮，中国标准化研究院 副研究员，全国碳排放管理标准化技术委员会 (SAC/TC 548）秘书长，ISO环境管理技术委员会温室气体管理分技术委员会(ISO/TC207/SC7) TG3 信息交流工作组召集人及国内对口联系人。
Mr. Liang Sun is the secretary general of the National Technical Committee on Carbon Emission Management of the Standardization Administration (SAC/TC 548), which focuses on the standardization of statistics and the supervision of carbon emission management. His work focusses on: (1) Research on methods for compiling regional carbon emission inventory, (2) Accounting and reporting of carbon emissions at the enterprise and project levels, (3) Low-carbon technologies and equipment, such as low-carbon products, carbon capture and storage and (4) Carbon neutrality and sinks. Mr. Liang Sun also serves as the co-Convener of ISO 14090-Climate Change Adaptation working group, responsible for the development of international standards.
Ms. Yingchi Wu 吴映池
Expert in corporate carbon management, boasting rich consulting experience in internet technology, retail, and finance industries. She has provided extensive services to many Fortune 500 companies, offering expertise in corporate carbon accounting, product carbon footprint, supply chain carbon management, and decarbonization strategies.
Ms. Christine Li 李滨
Graduated from Beijing University of Chemical Technology.
Joined BASF 17 years ago, experienced in project management, and currently in Sustainability Greater China – Operations team, focusing on carbon management and relevant topics, including:
Establish and execute carbon management strategy and reduction plan in Greater China
Support advocacy activities & communications with stakeholders for carbon topics
