The first Finance Working Group has been held on October 29th and has allowed defining the approach and the issue of the moment for the coming months.
In order to optimize the working method, it was decided to work on topics in a two steps approach:
1. Sharing of members experiences and gathering of specific questions, with a workgroup member preparing a frame discussion material
2. Q&A session with an expert guest, based on the first session work
The topic that will be discussed at the Finance WG is:
Taxes on services to be paid abroad, with a focus on technology services
Initial working session to compare experiences and prepare questions
Frame discussion material has been prepared by Ms. V. Lemaire (Nanjing Valeo Clutch Company) and M. B. Lenglart (Arc Glassware Nanjing), During this Finance WG # 2, the Co-Chairman of the Finance WG will be nominated. If you are interested in taking this position, please let us know.

The discussion was structured around the presentation documents prepared by B. Lenglart and V. Lemaire with the following main topics:
- taxes on services to be paid abroad - general case
- the risk of being reclassified as Permanent Enterprise
-requesting Business Tax exemption for technical transferd
The services which are purchased abroad by the Workgroup companies are mostly
- technical services
- management services
- training
- design fees
- legal fees
- license fees for patents
- royalties and trademark fees
- insurance sharing fees (global coverage)
And almost exclusively from the parent company
Identified as associated topic is the issue of transfer pricing, which directs much of the tax perspective on services to be paid abroad.
Import focus was made by all that the payment application should be documented in detail and services “reasonably” priced.
