In recent years, as the economic globalization develops in depth, foreign individuals working in China becomes an increasingly frequent phenomenon. There are several scenarios regarding how foreign individuals come to China. For instance, some are employed by overseas companies and then dispatched to China for long-term assignments; some are directly employed by domestic companies; some are on business trips to China for providing services, etc. The individual income tax for the period they work in China would vary depending on their resident status, employment arrangement and many other factors.
Recently, many updates in China's immigration policies have taken place. We would like to share with you the new policies, identify potential risks and offer our suggestions by incorporating our concerns on compliance of immigration and tax. Today's event includes but not limited to the following contents:

引言:近年来,随着全球经济的深入发展,外籍人士来华工作愈渐频繁。外籍人士来华的形式包含多种情形,如由境外公司雇佣再被派遣至中国进行长期工作、由境内公司直接雇佣、出差至境内提供服务等。外籍人士在境内工作期间的个人所得税将因其个人身份、雇佣安排等不同而产生差异。同时,近期中国的移民政策也发生了许多更新。我们将结合移民和税务的合规性要求,为您分享新政、提示风险、给出建议。本次活动将包括以下内容:

Additionally, we will hold the 2017-2018 Finance and Taxation Forum Chair Elections. The Finance and Taxation Forum Chair and Vice Chair play a crucial role in driving the forum. which includes a leadership role in the drafting of the Position Paper, communicating key messages to Nanjing and European government authorities and steering Forum meetings..
同时,我们将进行2017-2018财务与税务论坛主席选举。 财务和税务论坛主席和副主席在推动论坛工作中扮演着重要的角色, 其中包括政策建言书的起草,与南京和欧盟政府当局交流互动以及指导该论坛会议等。
The desired characteristics of a Chair and Vice Chair are:
-A senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the Forum.
-Previous participation in the Forum is essential.
-The maximum duration of Chairmanship or Vice Chairmanship of a Forum is three consecutive years.
-Candidates are only eligible for Chair or Vice Chair position if he/she is physically based in China and it is recommended that the member holds the position in the Chapter where he/she is physically based.
-Only Corporate members of the Chamber are eligible for Chair positions unless specific approval has been obtained from the Chamber’s Executive Committee.
-Both Corporate and Associate members are eligible to hold Vice Chair positions.
For the Finance and Taxation Forum, it is possible to have at most one Chair and two Vice Chairs.
Should you be interested in putting your name forward for election, please, firstly, read the attached Forum Chairs’ Code of Conduct and Roles and Responsibilities documents. To apply, please send a short biography and motivation letter, stating whether you intend to run for Chair or Vice Chair to Mr. Edwin Sui at nanjing_training@europeanchamber.com.cn by Thursday, 18 May 2017, 4PM.

Ms. Cecille Yang
Ms. Cecille Yang
Cecille has over 14 years of experience in the U.S. and China providing cross-border mobility planning, and tax and immigration compliance services to expatriate employees and multinational organization.
Prior to joining Deloitte China, Cecille worked for another Big 4 accounting firm in the U.S. specializing in personal income tax for high net worth individuals.
Cecille received her BA degrees in Accounting and Management Information System from California State University, Northridge. She is an U.S. IRS Enrolled Agent.
Ms. Paky Ding
Ms. Paky Ding
Paky joined Deloitte China in 2001 and worked as an auditor for three years before transferring to tax and legal service line. She has over 15 years of professional experience in tax and business advisory industry.
Paky has diverse experience in serving multinational corporations, State-Owned Enterprises, listed companies and high potential local Large Enterprise Groups. Her experiences include individual income tax compliance and advisory, acquisition structuring and negotiation support, overseas investment, cross-border transactions, high-net-worth client tax planning, corporate listing and restructuring.
Paky’s clients include Ford Motor Company, Volvo Cars, TRW, Cooper Standard, Bluestar Adisseo, Bank of Jiangsu, Bank Sinopac and Taishin Holding etc.
Paky is a Member of Chinese Institute of Certified Public Accountants (CICPA) and Certified Tax Agent in PRC. She also holds the PRC Lawyer’s License.
Ms. Susan Mu
Ms. Susan Mu
Susan is a tax manager of the Tax and Legal Department in Deloitte and she is based in Nanjing office. She has more than 7 years of professional experience in tax and business advisory.
Susan is experienced in providing PRC Tax services for multinational corporations, State-Owned Enterprises, listed companies and local Large Enterprise Groups in the industries ranging from manufacturing, TMT to financial, etc. Her experiences include tax compliance, tax advisory, business model optimization and tax controversy etc.
Susan also specializes in global mobility services, providing tax compliance and consulting services in relation to the international assignment of personnel into China and outbound investment outside China.
