On 7th December, the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council released a notice on Further Optimising the Implementation of COVID-19 Prevention and Control Measures (also known as the ‘10 New Measures’), less than one month after the release of the ‘20 Measures’, which were also aimed at optimising China’s COVID-19 containment policy.

The ’10 New Measures’, ’20 Measures’ and the Ninth Edition of China's COVID-19 Control Protocols are currently all valid. Where there is conflict, the ‘10 New Measures’ precedes the ‘20 Measures’ which then precedes the Ninth Edition Protocols. For areas not specified in the ‘10 New Measures’, the ‘20 Measures’ policy still applies.
