European Business in China Position Paper 2015/2016
The European Business in China – Position Paper (Position Paper) is the European Chamber’s primary annual publication. This 15th edition of the Position Paper offers Chinese policy-makers detailed recommendations that draw directly from the knowledge and expertise of the European Chamber’s more than 1,600 member companies.
These recommendations were formulated over a six-month consultative and drafting process with 37 separate working groups, covering 27 vertical industry sectors and nine horizontal, cross-industry sectors.
The Position Paper contains general and specific recommendations to Chinese policy-makers, that outline suggested steps for improving the Chinese business environment. These cover recommendations aimed at improving both the administrative system and general operating conditions, as well as those aimed at identifying areas where China could benefit from giving greater market access to foreign-invested enterprises.
This year’s Position Paper includes:
- The Third Plenum ‘reality check’: a thorough analysis of how the implementation of the reforms outlined in the Third Plenum’s Decision—or the lack thereof—has been affecting the Chinese business environment. Last year’s Position Paper analysed the Decision’s reform agenda, now we are taking stock of its progress.
- Our ‘wish list’ for Brussels: detailed recommendations on what European business invested in China would like to see included in the ongoing negotiations for an EU-China Comprehensive Agreement on Investment.
- A ‘new toolbox’: European business’ analysis of the necessary reforms the Chinese Government needs to undertake in order to rebalance its economy.
