十三届全国人大常委会第五次会议8月31日表决通过电子商务法，共七章89条，对电子商务经营者、电子商务合同的订立与履行、电子商务争议解决、电子商务促进、法律责任等进行详细规定，将自2019年1月1日起施行。多次公开征求意见，历经四次审议，电子商务法终于问世。电子商务法的出台，对规范电商领域各主体行为，维护电商行业市场秩序，引导电商行业持续健康发展都有重要意义。消费者合法权益得到了哪些更好保护？平台经营者的界定与责任？电子商务行业发展又得到了怎样的规范和支持？电子商务有哪些特殊合规要求？跨境电商是否适用于电商法？欧盟商会在电商法执行之际，特邀冯晓鹏金杜律师事务所合规业务部合伙人和阿拉木斯中国电子商务协会政策法律委员会副主任就《电子商务法》出台过程中特别受到关注的以上几个方面进行解读。

与此同时，中国政府也出台了诸多人工智能相关的战略政策，旨在将中国转变为全球人工智能的领军者。习近平在中共中央政治局2018年10月31日就人工智能发展现状和趋势的学习时再次强调，人工智能是新一轮科技革命和产业变革的重要驱动力量，并呼吁推动新一代人工智能健康发展。
