Advocacy Letter to the Beijing HFPC on Procurement of Consumable Medical Devices

The Healthcare Equipment (HCE) Working Group of the European Chamber sent an advocacy letter the the Health and Family Planning Commission (HFPC) to improve the centralised procurement of disposable medical devices in the Beijing-Tianjin-Hebei area.

In late 2017, the HFPCs of Beijing, Tianjin and Hebei have agreed to cooperate in the centralised procurement of consumable medical devices. Starting from 30 June 2018, the three areas started to procure via a transparent online procurement system.

Though the procurement is coordinated, practical issues vary from area to area.

The recommendations to Beijing HFPC focus on two topics:

1. Update of the procurement catalogue to ensure that all products required by hospitals can be purchased.

2. Favourable assessment of new and innovative devices so that patients and hospitals shall get access to these devices within a predictable timeframe.
