Meeting with Certification and Accreditation Administration of China (CNCA) on Development and Administration of Testing, Inspection and Certification Services Industry in China

Ms Liu Huifang, Chamber National Chair of Quality and Safety Services Sub-working Group, led a delegation of 11 Chamber’s representatives to visit the Certification and Accreditation Administration of China (CNCA) and conducted a roundtable dialogue with the Department of Certification of CNCA.

Mr Li Chunjiang, Director General of Department of Certification of CNCA, welcomed the Chamber’s delegation, followed by the brief introduction on the recent development of testing, inspection and certification (TIC) services industry. Mr Li further elaborated the 13th Five Year Plan on the Development of Testing, Inspecting and Certification Sector and the Key Work Points of Certification and Accreditation Sector in 2017. As he emphasized, CNCA will proactively take measures to further open up the market of TIC services and facilitate the reform of decentralisation and optimising government services, and the initiative of China Manufacturing 2025. Other issues were also addressed during the Q&A session including the reform of administration for the mechanism of China Compulsory Certification (CCC), the reform of state-owned certification agencies, the promotion and recent development of certification services for the Belt and Road Initiative, administration of regional certification system and opening-up measures for voluntary certification services.

This dialogue was concluded with Ms Liu Huifang presenting the European Chamber Position Paper 2017/2018 to Director General Li Chunjiang and the hope of continuing such communication between the Chamber and CNCA.
