Lobby Letter to Shaanxi HFPC on the "Two Invoice System" for Procurement of Medical Devices

The Healthcare Equipment Working Group sent a Lobby Letter to the Shaanxi HFPC on the "Two Invoice System" for Procurement of Medical Devices.

"Two Invoice System" means that there shall be only one level of distributors between the manufacturer and hospitals, the final customers. Originally the "two-invoice system" was designed to regulate the distribution of drugs. Because of the huge variety of medical devices and the role distributors play in training and after-sales service, the "two-invoice system" is much more difficult to implement for medical devices.

Towns and single hospitals within Shaanxi province have already started to implement the "two-invoice system", possibly causing a disruption of supply to hospitals. The working group asks for an organised transition to the new distribution system and puts forward several detailed proposals how to avoid negative effects for patients and the industry.
