Given that in the last two years, China’s 13th 5-Year Plan was adopted, ‘Made in China 2025’ promoted, the High & New Technology Enterprise Regulations substantially amended, and an entirely new IP-Courts system implemented, and that the next two years will see far reaching amendments to both China’s Patent Law (the much heralded ‘4th Amendment’) and Employee-Inventor Remuneration Regulations, speaking of the “new normal” for China, most definitely does not apply to changes to the Framework for IP nor for Innovation.

As an indispensable pillar of corporate social responsibility to facilitate equal employment opportunities, various good practices among different industries have been done to promote the integration of people of disabilities, including their proactive contributions to the Employment Security Fund for Persons with Disability.

On 9th September 2015, the Ministry of Finance, the State Bureau for Taxation and the China Disabled Persons Federation jointly issued the Methods on Levying, Use and Management of Employment Security Fund for Persons with Disability No. 72 [2015] (“Methods”).

Seeing a significant change in the new calculation method for some companies, which is based on the average annual salary of the company employees instead of the previously required amount(city average annual salary) regulated by the local government, more companies are coming to the awareness that this would potentially add more challenges on their financial situation, and the need to include persons with disabilities into the business cases, especially during the period of ‘New Normal’ when the domestic economy is slowing down, despite their willingness to support equal employment.
