Dear Members of the European Chamber CSR and HR group,
The European Chamber is delighted to invite you to join a discussion on the Employment Security Fund for Persons with Disability, at 14:30-16:30, 10 November 2016 at the Chamber office in Shanghai and Beijing.
As an indispensable pillar of corporate social responsibility to facilitate equal employment opportunities, various good practices among different industries have been done to promote the integration of people of disabilities, including their proactive contributions to the Employment Security Fund for Persons with Disability.
On 9th September 2015, the Ministry of Finance, the State Bureau for Taxation and the China Disabled Persons Federation jointly issued the Methods on Levying, Use and Management of Employment Security Fund for Persons with DisabilityNo. 72 [2015] (“Methods”).
Seeing a significant change in the new calculation method for some companies, which is based on the average annual salary of the company employees instead of the previously required amount(city average annual salary) regulated by the local government, more companies are coming to the awareness that this would potentially add more challenges on their financial situation, and the need to include persons with disabilities into the business cases, especially during the period of ‘New Normal’ when the domestic economy is slowing down, despite their willingness to support equal employment.
Seeking a better understanding of the new regulation and an inclusive solution to better fulfill corporate social responsibility and share the business case of employing persons with disabilities for our members, the European Chamber is delighted to invite Mr. Haibin Zhou,National Programme Consultant, International Labor Office in China and Mongolia to share his experience and insights regarding the legislative rationales behind the introduction of the Methods in comparison with the concerns of the companies, as well as the recent efforts made by Global Business and Disability Network(GBDN), as well as China Disabled Persons’ Federation and ILO in Supported Employment (SE) pilots and job coach system for persons with disabilities in China.

Speaker Bio:
Haibin ZHOU is working in International Labor Office in China and Mongolia as National Programme Consultant, and coordinating UN Partership on Rights for Persons with Disabilities in China and ILO Global Business and Disability Network in China since 2012.
He is a Human rights-based disability, and equality professional, with extensive experiences of working in China. Skilled at legal and policy advocacy and development, especially strong in disability issues. Extensive experience of devising and delivering disability equality training (DET), and supporting other DET facilitators.
Before joining ILO, he works in Wu Han Evening News as a reporter in 2008 to 2011, and reported on news of Hubei Province and Wuhan City governments and CPC Committee and National People’s Congress. Mr. Zhou gets a Master degree in Human Rights and Democratization in University of Sydney, Australia and a master degree in International Law in Institute of International Law in Wuhan University, China. He also gets a Graduate Certification on International Relations in Johns Hopkins University–Nanjing University Center for Chinese and American Studies.
