2005年和中国石油公司的环境安全部门人士一起发起了一个NGO石油环境网络（Petroleum and Environment Network），作为中国在该领域的第一家NGO，和中国主要的石油公司建立起联系以推动油气行业的环境业绩。2006年在北京WSI 办公室领导启动了一个新的部门，进行能源效率、可再生能源投资、清洁发展机制（CDM）和自愿减排项目的开发工作。在两年多的时间里，该部门把几十个可以产生碳减排量的风电、小水电及生物质项目通过清洁发展机制（CDM）和自愿减排机制成功注册到国际市场上，并最终发展成一家独立的公司卡本新能。2009年至2013年任 Climate Insights 业务总监。负责清洁能源和环境领域的投研服务，涵盖的领域包括太阳能、风电、生物质发电、燃料电池、碳捕获与封存等。通过为VC客户提供的投研服务，参与美国第三大分布式光伏开发商Sunrun的创业团队，自公司业务发展之初就系统性地参与了分布式光伏的租赁商业模式的设计和开发工作。随后长期负责与融资机构的对接及融资结构的设计，对接的机构包括美国银行、花旗银行、摩根大通、宝洁、Focus Ventures、Accel Partners等。2015年创立发起能融网，至今已主导数十起光伏、环保、供热、工业气体等项目融资业务。

Ms. LI Yue, CEO of ENetF, Partner of String Capital, MSc Energy, Environment and Climate Change, Stanford University.
In 2005, LI Yue launched a Petroleum and Environment NGO network, and established ties with major oil companies in China to promote the environmental performance of the oil and gas industry.In 2006, when she worked at WSI office in Beijing, she launched a new Department to develop energy efficiency, renewable energy investment, clean development mechanism (CDM) and voluntary emission reduction projects.From 2009 to 2013, she was the business director of Climate Insights, responsible for investment and research services in clean energy and environment, covering solar energy, wind power, biomass power generation, fuel cells, carbon capture and storage, etc. LI Yue participated in SunRun, the third largest distributed photovoltaic developer in the United States, and took part in the design and development of the leasing business model of distributed photovoltaic power. In 2015, she founded ENetF and has since led dozens of projects in photovoltaic power, environmental protection, heating and industrial gas.

1994年毕业于中国人民大学工业经济系，副修国际经济专业。同年加入中国船级社工作至2008年，历任总裁秘书、国际海事处副处长、国际船级社协会（IACS）主席助理，总裁办副主任、秘书处处长。2003至2006年赴英国工作，任中国船级社驻英国首席代表、伦敦办事处总经理。2005年取得英国CASS商学院航运、贸易与金融硕士学位，获波罗的海航运交易所奖学金，赴美国纽约、新泽西、康涅狄格州进行了海事产业集群调研。2008年任鉴衡认证中心副主任，负责光伏业务及国际合作，认可了中国、美国、德国、西班牙、意大利、奥地利、日本、韩国、台湾等主要光伏制造及应用国家和地区的40余家光伏检测实验室，担任中美可再生能源伙伴关系“标准、认证、检测工作组”中方主席，海峡两岸光伏合作召集人兼大会报告人。2013年开始从事能源基础设施融资租赁，2015年创立能融网，专注储能、清洁供热、光伏、环保节能、电动车、制氢及工业气体等新型基础设施的投融资服务。作为APEC新能源专家组中方代表，多次参加APEC新能源会议、中美清洁能源论坛、两岸可再生能源产业合作及交流会议、中欧可再生能源发展研讨会、金砖四国会议、能源安全及气候变化研讨会、亚太清洁发展和气候伙伴关系会议等国际交流与合作。2017年牵头组建中关村储能产业技术联盟投融资专业委员会。

Mr. WAN Lin , Chairman of China Enet Finance Corporation Limited, partner of String Capital, is focus on PV financing and technology innovation from 2009. He graduated from Renmin University of China in 1994, majored in Industrial Economics and International Economics. He joined China Classification Society (CCS) in 1994, having worked as International Cooperation Division Head, Assistant to Chairman of International Association of Classification Society (IACS). He was appointed as the general manager of China Classification Society London branch in 2003. In 2005, he acquired the Master degree in MSc Shipping, Trade and Finance at CASS business school, City University, London. He went to the US for Tri-State (New York, New Jersey, Connecticut) Maritime Cluster Research sponsored by the Baltic Exchange scholarship in 2005. He joined China General Certification Centre (CGC) as vice president in 2008, in charge of PV, solar thermal business, as well as Strategy & International Cooperation. He also worked as ‘Standard, Testing and Certification’ working group Chinese Chairman of U.S.-China Renewable Energy Partnership, and organized several international workshop with NREL in China. He started his career in photovoltaic, energy storage and micro grid project investment and financing service, including leasing, bank loan, industrial capital, asset trading and securitization in 2013. He set up ENetF in 2015, and Financing Committee of CNESA in 2017. He is main liaison in renewable energy cooperation between China and US, EU, APEC, Mainland and Taiwan, and steering committee member of PV Quality Assurance Forum.
