The Carbon Market Sub-Working Group is pleased to invite you to its next working group meeting, taking place on Friday 12 April from 9:00-10:30, at the European Chamber Beijing Office.
Data has been a key element in emission trading in China. How to ensure the data quality is essential at both policy and operational level. To help the business community better understand the data management in the emission mitigation strategy , the European Chamber is delighted to invite Ms. Li Xiang, the Assistant Professor from the National Center for Climate Change Strategy and International Cooperation (NCSC) which is responsible for data management to share their experience with our members. The NCSC is the only national-level research institute focused on climate change strategy and international cooperation, directly under the National Development and Reform Commission. The NCSC has undertook a variety of systematic researches in strategic planning, policies and regulations, international cooperation, statistical assessment, carbon market management and information consulting and so on. Its research staffs have long been engaged in environmental economy, energy and climate change research, international negotiations and cooperation, and participated in national climate change planning, macro strategy of China's low carbon development, medium and long-term planning of national energy conservation, medium and long-term planning of national renewable energy, low-carbon pilot provinces and cities planning, the preparation of national communication, as well as organized a number of major research topics, including the national programs for science and technology development from 9th five-year plan to 12th five-year plan, 973 special program on climate change, macro-strategic research of China's low-carbon development, climate change evaluation report, with a broad international perspective and rich working experience in related areas.
With this occasion, we will also discuss the 2019 Carbon Market Sub-Working Group priorities, discuss its Position Paper outline, and host this year’s Chair elections. The Chair shall play a key role in driving the development of the Group. With support from the Chamber secretariat, he or she shall promote the Group’s activities and communicate targeted messages on behalf of industry to policy makers and key stakeholders in China and Europe. The Chair shall also serve as spokesperson to raise the Group’s visibility in the media and at relevant events when appropriate. The Vice Chairs shall play a supporting role to the Chair of the Group. The Vice Chairs assist the Chair when needed in driving the development of the Group and can also represent the Group in communicating messages to policy makers and stakeholders in China and Europe. In the absence of the Chair, the Vice Chairs shall take over the responsibilities of the Chair. A further email containing the bios and motivation letters of all chair candidates will be circulated prior to the elections. Voting for the elections, one vote per company, must be conducted in person at the working group meeting after each candidate has had the opportunity to give a short speech on why they would like to run for election. The duration of the term for both the Chair and the Vice Chairs is one year. All elected Chairpersons must sign the attached Code of Conduct.
