The European Chamber is pleased to invite you to the upcoming Human Resource Seminar --- Interpretation of the new Labour Dispatch Regulations on Friday, 18th April 2014, 14.00-17.00 at the No. 4 Meeting room of the Intercontinental Hotel.
Speaker:
Lawyer Mr. Li Yi, General Manager of Beijing Foreign Enterprise Human Resources Service Co., Ltd (FESCO) is an expert of the Human Resource and Social Security Bureau, and has years of experience engaging in labor disputes doing research in labor contract policy and social insurance policy. He also participated in the drafting of the Labour Dispatch Regulation (draft for comments) and the Labor Contract Law Implementation Regulations.
Mr. Li Yi has extensive experience in employee relations management, contract design rules, layoffs, mergers and acquisitions, labor arbitration and litigation, took charge of several projects on mergers and acquisitions, restructuring, reorganization, downsizing, corporate democratic management, employee relations management system construction and other difficult complex projects.
李熠律师 现任北京外企管理咨询有限公司总经理, 人力资源和社会保障部专家 从事劳动争议案件处理政策、劳动合同政策和社会保险政策研究、制定工作多年,参与和起草了包括《劳动合同法实施条例》、《劳务派遣若干规定(征求意见稿)》等重要法律、草案。李熠律师在员工关系管理、合同规章设计、裁员、并购重组、劳动仲裁诉讼等方面具有丰富的实践经验,主持多起并购、改制、重组、裁员、公司民主管理、员工关系管理体系构建等疑难复杂项目,长期担任多家中外知名企业的法律顾问。

EUCC Nanjing hosted a HR Working Group on March 25th led by Ms. Ding Min, Chair of the HR working group. Working Group members had a deep discussion on the new Labour Dispatch Regulations and how it has impacted their organizations. HR from six companies shared their experiences and commented on the new regulation enforced by MOHRSS.
Several topics were brought up during the discussion, such as:
- How to define the difference between labor dispatch and labor outsourcing
- How to define and realize ‘equal pay for equal work’
- Is the ‘2 years of transition period’ too short to make the time arrangement
- How to define the meaning of ‘Auxiliary Positions’
- ‘Democratic process’ is too difficult to implement, in what scope we can call it ‘democratic’
- Etc…etc..
Based on the questions that was brought up during the working group meeting last month, and also based on the call for Comments on the Labour Dispatch Regulation (draft for comments) submitted by European Chamber (attached), Lawyer Mr. Li Yi, General Manager of Beijing Foreign Enterprise Human Resources Service Co., Ltd (FESCO), will have a deep Interpretation on the Labour Dispatch Regulations. There will also be an hour time for Question and Answer.
