The Environment Working Group of the European Chamber, PRD Chapter invites Members to participate in the working level government meeting with Guangdong Development and Reform Commission (GD DRC).
The National Development and Reform Commission nominated seven cities across China to develop pilot emissions trading schemes (ETS) in November 2011, with a national scheme planned for 2020. China’s domestic carbon market is currently in the design phase, and some pilots are in the early stages of implementation. Many international players have been active in carbon projects in China, and their experience and know-how can be valuable support towards capacity building in the pilots and future national scheme.
Despite participation in the clean development mechanism (CDM) market in China, the role and extent to which foreign entities are allowed to enter into the domestic pilots remain unclear, particularly in the areas of certification and verification of carbon emissions reduction. This meeting, thus, serves as an opportunity to discuss and address market access issues related to foreign participation in China’s pilot ETS, particularly foreign involvement in certification and verification of carbon emissions reduction activities.
Members companies are encouraged to submit questions and issues to be raised to the government during the meeting. All contributions will be consolidated and addressed on behalf of the European Chamber with individual comments remaining anonymous.
