Dear Working Group Member,
We are delighted to invite you to the next Rail Working Group meeting to be held on Monday, 23rd May, starting at 10:00am at the European Chamber’s Office in Beijing.
At the meeting we will have the honour and pleasure to have Mr. John Scales, Lead Transport Specialist for the World Bank and the Transport Sector Coordinator for Mongolia and China, to speak to our members about The World Bank’s contributions to the China Railways Development Program. Some of the issues that will be discussed are:
· How long and in what ways has World Bank been supporting China’s railway sector?
· How has China Rail developed in that time?
· What are some of the major institutional changes in China Rail over that time?
· World Bank views on Mid to Long-range Development Plan to 2020?
· Debt implications?
· Should China Rail be investing in a high-speed rail network?
· How may the changes in the Ministry affect the rail program?

Working Group Chair Elections 2011-2012
As you may know, the Rail Working Group Chairs and Vice Chair play a crucial role in driving the Working Group which includes a leadership role in the drafting of the Position Paper, communicating key messages to the Chinese and European Government, and steering the Working Group meetings and events. The desired characteristics of a Chair and Vice Chair are a senior industry representative with relevant industry expertise and government contacts that has the time and willingness to support the group. Previous participation in the Working Group is also highly valued.

Currently, Mr. Jeffrey Wang (Ansaldo) is candidate for Chair; Mr. Frédérik Künkel (Alstom) is a candidate for Vice Chair.
