Published in June 2020 by the European Parliament and European Council, the European Union (EU) taxonomy for sustainable activities sets a framework to classify ‘green’ or ‘sustainable’ economic activities executed in the bloc. The aim is to fuel investments to meet the objectives outlined in the EU’s Green Deal strategies and achieve the sustainable transformation of the bloc’s economy.
Following the publication of the EU taxonomy, the People’s Bank of China (PBOC) and the European Commission published the first Common Ground Taxonomy (CGT) in November 2021, with further updates a year later. This document lists activities that meet green finance definitions in both the EU and China, making it easier for international investors to provide financial support to Chinese borrowers for sustainable projects.
While the EU is making significant policy achievements as the world’s pioneer in environment protection and sustainable development, China is endeavouring to launch its own decarbonisation initiatives with Chinese characteristics by placing ‘common prosperity’ and ‘social stability’ as top priorities. Therefore, it is of vital importance to identify the commonalities and differences between the EU and China taxonomies to ensure local standards are in line with global standards. As such, corporates and global investors can have confidence that their green initiatives in China are consistent with the global requirements.
In this third edition of the EU-China Green Development Series, the European Chamber is delighted to welcome prominent experts from Deutsche Bank and the Asian Infrastructure Investment Bank (AIIB) to share their insights on mapping the common ground for EU-China ESG investment standards.

Speakers
Dr. Zhonghua Xu
Dr. Zhonghua Xu has 20+ year-experience on R&D and projects development in university and international energy giant. His expertise covers materials, energy, chemicals, environment, microelectronics, etc.
He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.
Mr. Kamran Khan
Kamran Khan is Deutsche Bank’s Head of ESG for Asia Pacific. In this newly established client facing role, he is responsible for defining and executing the bank’s ESG strategy across all business divisions in Asia. He is a member of the Global Sustainability Council of Deutsche Bank.
Prior to joining Deutsche Bank, Mr. Khan established Infra-Tech Capital, an impact fund investing in companies utilizing technology to provide infrastructure services and achieve UN Sustainable Development Goals. He was also appointed by the Obama White House to serve as the head of global investments and operations at the US Millennium Challenge Corporation, where he managed a USD 10bn portfolio and led a USD 1.5-2bn annual investment program globally.
Previously, Mr. Khan held senior executive roles at the World Bank and helped establish the World Bank Group regional hub in Singapore, comprising the World Bank, International Finance Corporation (IFC) and Multilateral Insurance & Guarantee Agency (MIGA). Prior to his time at the World Bank, Mr. Khan worked on M&A transactions and advisory mandates at JP Morgan and LEK. He also served as a US Foreign Service Officer with the US Agency for International Development (USAID), where he led operations for the project finance and guarantees facility.
Mr. Khan served as an Advisor on Infrastructure Finance to APEC, ASEAN, and the G-20. He is a member of the Senior Advisory Board at Fudan University Fintech Centre in Shanghai with a mandate to advise on Belt and Road Initiative projects. He has also served on the Board of Advisors at a variety of market-leading companies using technology to achieve ESG goals. He is a frequent speaker at events such as World Economic Forum, ASEAN Summit, APEC Summit, and in major international media.
Mr. Khan holds an MBA from the Booth School of Business at University of Chicago, and an MS in Applied Economics and Master of Government Administration from the University of Pennsylvania. He received his BS in Economics from George Mason University.
Dr. Xing Zhang
Dr. ZHANG Xing leads the climate strategy team of the AIIB, whose key mandate is to support the AIIB in developing and implementing its climate-related ambition, strategies and guidance by working closely with both internal and external stakeholders and partners.
Dr. ZHANG Xing has worked to promote climate finance at the World Bank Group and international climate governance and cooperation at the UNFCCC Secretariat.
