Trading in China’s national carbon market was launched in July, which will be an important mechanism to control and reduce greenhouse gas emissions. While the price of allowances began trading at higher prices than expected, the market has not been very active, with low volumes traded so far. A range of reasons may underlie this initial low liquidity, chief among them being the allocation of emission quotas. At this working group meeting, we have invited experts from Europe and China to discuss the initial allocation for the first compliance year, and whether it is expected to lead to a substantial surplus or deficit.

Mr. Shu WANG
Wangshu was the Deputy Director of the Climate Dep. of NDRC, having more than 10 years’ experience in the low carbon development and energy areas. He led a large number of Carbon Emission Trial projects, low carbon trial project in different provinces and the cities, and participated the legal document and policy drafting, Chinese carbon emission reducing target making and assessment, and the report drafting on the climate change in China. He also joined many international cooperation projects on the low carbon and carbon market eg. Market Partnership Reserve Fund of World Bank.
He is the key specialist of the EU -China Carbon Market Cooperation Platform, and plays the important role in EU- China Energy Dialogue and Cooperation, British Prosperity Fund project , and Chinese Energy and Low Carbon projects.
Dr. Da Zhang 张达
Dr. Da Zhang 张达
Dr. Da Zhang is an Associate Professor at the Institute of Energy, Environment and Economy, Tsinghua University. His research interests are the economic and environmental analyses of China's energy and climate policies, integrated assessment, and power system modelling. He has been supporting policy analyses for the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the National Energy Administration, and the Ministry of Science and Technology. Prior to joining Tsinghua, he worked at MIT Joint Program on the Science and Policy of Global Change. He holds a PhD in management science and engineering and bachelor in industrial engineering, both from Tsinghua University.
Mr. Matt Gray
Mr. Matt Gray
Matt is the Co-Founder and Co-CEO of Transition Zero, a financial analytics company for the transition to a zero carbon economy. Matt has over a decade of energy financial experience. Matt started his financial career at Credit Suisse and more recently worked at Jefferies, an American investment bank, where he was the head of European carbon and power research. Matt was also a consultant to the International Energy Agency and a managing director and the co-head of the power & utilities team at Carbon Tracker which he started in 2016. Matt has a Bachelor of Applied Science from the University of Otago and a Master of Science from the University of Manchester where I was awarded a Rotary Foundation Ambassadorial scholarship.

Mr. Huw Slater
Based in China since 2011, Huw is an Energy and Climate Specialist at ClientEarth. He currently works on the EU-China Environment Project, which fosters policy integration and collaboration between China and the EU through a series of exchange activities on environmental protection and the green economy, bringing together policymakers and researchers from both sides. He previously worked on the EU-China Emissions Trading Cooperation Platform, the UK Prosperity Fund China Energy and Low Carbon Economy Programme, and with the Chinese NGO Institute for Environment and Development. Huw is the lead author of the annual China Carbon Pricing Survey reports, the most in-depth and extensive summaries of stakeholder views on China's carbon market development.

Ms. Yuan Lin is the Senior Carbon Analyst of Point Carbon, Refinitiv. She has more than 10 years of professional experience in the fields of carbon and energy, with a proven track record in CDM project development, multiple market analysis, policy research and investment analysis. Before joining Refinitiv, she worked for Thomson Reuters, the Energy Foundation and the World Bank Office Beijing.
