Webinar on the interpretation of Energy Law of the People’s Republic of China (Draft for Comments) for enabling our members to get a better understanding on the legislative background, purposes, meaning and applications of the articles. Mr. Junfeng LI 李俊峰
Mr. LI Junfeng is First Director of National Center for Climate Change Strategy and International Cooperation and he currently serving as the Chairman of academic committee of NCSC. He wins Ninth Annual Zayed Future Energy Prize Lifetime Achievement Award in January of the year 2017. He also is a member of National Energy Advisory Council.
The major publications of Mr. Li are China’s Low Carbon Energy Strategy Study, Strategic Research on Climate Change, Ecological Civilization Construction and Energy Revolution, Study on the Control of Greenhouse Gas Emissions in China, China Renewable Energy Technology Evaluation, Wind power 12, Interpretation of the People's Republic of China Renewable Energy Law, China PV Power Technology Market Analysis, Study on the Development Strategy of Renewable Energy in China, etc. Besides, as one of the main authors, Mr. Li also participated in the preparation of the IPCC second to fourth evaluation reports.
李俊峰, 国家应对气候变化战略研究和国际合作中心首任主任、学术委员会主任,中国能源研究会可再生能源专业委员会主任委员,第九届扎耶德未来能源终身成就奖获得者。
毕业于山东矿业学院(现山东科技大学),长期从事能源经济和能源环境理论的研究,先后组织并主持了我国可再生能源法、国家中长期能源规划的起草工作,参与了国家中长期科技发展纲要、能源法草案、国家应对气候变化方案等重要文件的研究和起草工作。组织过中国能源发展战略问题研究、中国低碳发展宏观战略问题研究等重大国家发展战略研究课题。
李俊峰先生曾任国家应对气候变化战略研究和国际合作中心的首任主任,现为该中心的学术委员会主任。于2017年1月被授予第九届扎耶德未来能源终身成就奖。此外,还担任国家能源咨询委员、国家高技术专家委员会委员、国家生态环境保护专家委员会委员、国家能源局能源互联网专家委员会委员,以及北京市、上海市、山西省人民政府低碳发展顾问,同时担任中国人民大学兼职教授、博士生导师等。

Mr. Libin 利宾 ZHANG 张
Libin Zhang received his J.D. from the University of Texas, and has been practicing law in China since 1997. His practice covers foreign direct investment in China and overseas investment by Chinese companies, cross-border M&A investment, energy asset acquisition, LNG trading contracts and energy industry regulatory advice, compliance and dispute resolution.
Mr. Zhang has more than 20 years of experience in both private legal practice and in-house corporate organization. In 2019, he joined ENN Group as its general counsel and ENN Trading Group’s chief risk management & legal officer.
Mr. Zhang is arbitrator for CIETAC and Beijing Arbitration Commission. He is specially recognized as an arbitrator in the energy-related disputes.
Mr. Zhang also served as deputy director and invited professor at the Energy Law and Policy Research Base of Peking University, where he led various research projects relating to energy policy and legislation. For the past 10 years, he has lectured on international investment law and energy law at numerous universities.

Professor Zhang has joined Law School of the Central University of Finance and Economics, for 15 years after he got his Ph. D from Law School of Renmin University. His expertise and research interest include international environmental law, energy law, and legal methodology. He has published dozens of dissertations in law journals and hosted several projects funded by government agencies. He also acted as consultant during the amendment of several regulations issued by Ministry of Finance. He has taught “Introduction to Chinese Legal System” both in Europe and US. Currently, he is an Executive Member of China Energy Law Institute of China Law Society and a member of the Water Law Committee of the Chinese Hydraulic Engineering Society.

Mr. Matteo Tanteri is Chairman and CEO of Snam China since 2019. He is also Vice President of the Italian Chamber of Commerce in China and Vice Chair of the Energy working group of the European Chamber of Commerce.
After a long career in consulting, he joined Snam Business Development team in 2014 supporting the start up of many initiatives that are currently shaping the strategic development of Snam (Acquisition of TAP, Launch of sustainable mobility, Biomethane, …). In 2016 he has been selected as the first Head of the Office of the CEO of Snam for the newly appointed CEO of Snam, Marco Alverà. In 2017 he has been named Senior Vice President, in charge of international assets (managing stakes Snam has in Terega -France, TAG and GCA -Austria, Desfa- Greece and Interconnector UK) contributing to almost 15% of Snam net income. He has been Chairman of Terega and Snam International and Board Member of TAG and Interconnector UK.
