The year of 2017 has witnessed tremendously progress in the development of testing, inspection and certification sector (TIC) sector, particularly in the emerging industries such as robots, energy conservation and new materials. Quality and safety management has been raised frequently at various high-level government meetings and EU-China bilateral ministerial dialogues. The Chamber has been following the trend and conducted several dialogues with stakeholders in 2017 on specific lobby issues at working group level, including the Development and Research Centre of State Council (SCDRC), State Administration of Work Safety (SAWS), the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the Certification and Accreditation Administration of China (CNCA) and the Standardisation Administration of China (SAC).
The key message the Chamber got from these stakeholders is that China will continue to open the market of TIC sector and ensure the equal treatment for foreign-invested TIC agencies in China. In addition, from regulatory perspective, AQSIQ and CNCA will stick to the essence of reform on market-based economy, and decentralize the role of administration to improve the fair competition for the TIC market. This has been further emphasized in the Opinions on Strengthening the Quality Certification System and Enhancing the Comprehensive Quality Managementreleased by the State Council on 26 January 2018.
The effective implementation of these policies and regulations would be of great importance for the development of TIC sector in 2018. On 14 November 2017, AQSIQ and CNCA joint published the Measures for the Administration of Certification Agencies, where many changes were made compared to the version of 2015. However, some articles of the newly revised Measures leave large space for interpretation which may lead to inconsistent enforcement at the local government level. On 5 December 2017, the Chamber submitted the lobby letter to CNCA to request the government to publish the interpretation and guidance for enforcement of the new Measures, to avert discrepancy in understanding and also take the Chamber’s recommendations into consideration. Through several rounds of communication with CNCA, the Department of Accreditation and Department of Regulations of CNCA agreed to take Chamber’s recommendations into consideration in the interpretation to be published in March 2018.
