With the new application system for foreigners’ work permit implemented on April 1st 2017 and the 2017 Foreign Permanent Resident ID starting to process in June in Shanghai, the batch of newly promulgated policies have drawn much attention as well as confusion. How has this new system been implemented in Shanghai over the past months? Which lessons can be learned from the visa application experiences in practice?
To answer these questions, which are repeatedly encountered by companies from all industries, and by individuals the European Chamber is delighted to welcome a group of experts in Labor Law to explain the new work permit system in detail and how it has been working in practice.

Ms. Jeanette Yu
Jeanette Yu is Partner and head of Employment & Pensions Practice Area Group of CMS, China. She has more than 20 years’ experience in providing advice for international companies on labour law issues and compliance management. Her extensive track record comprises recruitment and dismissal of employees, formulating employee handbooks and implementing its policies, work permits and visa issues of expatriates, international secondment, data privacy, non-competition, social security, trade union and labour disputes. She has also been involved in significant projects of business transactions and restructuring, advising clients on employee transfer, relocation and lay-off of employees as well as negotiation of employment contracts and separation agreements.
Since 2017, Jeanette has been acting as the National Chair/Vice Chair of HR Working Group of European Chamber of Commerce in China. This year Jeanette was elected as the National Chair of HR Working Group of European Chamber of Commerce in China.
Starting from 2017, Jeanette acted as the Vice Chair of HR Working Group of European Chamber of Commerce in China, and the Chair in 2019. Jeanette is also a member of Shanghai Law Society Labour and Social Security Law Research Branch.
Mr. Kevin L. Jones
Mr. Kevin L. Jones
Kevin Jones has been based in Greater China for more than 20 years and leads the firm’s labor and employment practice in China. Kevin and his team of dedicated employment lawyers advise clients on all aspects of both contentious and non- contentious employment matters. Kevin has a particular focus on staffing issues arising from acquisitions and other re-organizations, strategic employment counseling, resolving labor disputes, advising on anti-corruption compliance, investigating employees for misconduct or FCPA/anti-bribery violations, employee hiring and termination, immigration, mass layoffs and labor unrest, establishment and enforcement of company polices, advising on labor union issues, drafting and negotiating collective contracts.
Kevin has wide industry experience, having represented or advised many of the world’s leading companies in the retail, luxury apparel and goods, manufacturing, entertainment, airline, energy, information technology, telecommunications, health care, biotechnology and energy sectors.
Kevin is regularly asked to contribute articles to various publications and is sought out by reporters for his expertise on employment related developments in China. He is also the author of two Practice Notes on Thomson Reuters’ Practical Law China site concerning terminating employees and handling mass layoffs.
Mr. Victor Yang
Mr. Victor Yang
Victor is a legal director in Clyde & Co’s Shanghai office. He has substantial experience
advising clients on foreign investment and operational activities in China. This includes a variety
of employment work, such as drafting employment contracts and assisting with employee
transfers, and other employment issues arising out of transactions. Victor regularly acts for a
wide range of employers, including major multinationals, public and private companies, foreigninvested
enterprises, representative offices etc. He also advises and deals with all relevant
issues in relation to the establishment and maintenance of the employment relationship under
Chinese law. On the contentious side, Victor 's experience in relation to litigation and
international arbitration includes handling various labour disputes.
Victor was admitted to the Chinese Bar in 2005 and is fluent in Mandarin, English and German.
Ms. Kiki Wang
Ms. Kiki Wang
Kiki Wang is the head of the Visa and Immigration Department of Maxview Group, which is a premier Destination Service Provider (DSP) for many multinational corporations (MNCs) in China. With over 10 years of experience in the visa and immigration industry, Kiki has worked tirelessly with the heads of the HR departments, global mobility specialists and expatriates themselves to ease their transition from overseas to China, from advising and guiding their initial steps on obtaining their work Z visa, documentation legalization, work permit, residence permit, spouse permit and to their final repatriation process back to their home countries.
Besides this Kiki has obtained a Bachelor in Finance and Accounting from the University of California and holds American citizenship herself, therefore besides her professional work experience, she also has personal first-hand experience of her work, as she undergoes the same procedure for herself in order to stay and work in China. Kiki regularly holds meetings senior mobility, corporate and HR heads to evaluate, discuss and advise on the ever-changing landscape of the Chinese political and immigration related topics and policies.
