Increasing the depth and quality of the overburdened healthcare system continues to be a priority for the Chinese government at the highest political level, as highlighted by the strategic plan “Healthy China 2030” and the mid-term targets laid down in the 13th Five Year Plan (13th FYP).
China’s healthcare system offers a number of world class facilities in tier 1 cities, and has extended basic health insurance coverage to almost 95% of the population. In short the system is strong at the top, all be it overly reliant on a relatively small number of big city public hospitals, while in large parts of China, healthcare is still on the level of a developing country. In an attempt to improve basic services and take the pressure off bigger public hospitals, the number of private hospitals has more than doubled in the last six years, while the 13th FYP called for the establishment of a system of general practitioners/family doctors.
The European Chamber is delighted to welcome Professor John Cai, Director, Centre for Healthcare Management and Policy, CEIBS to lead a seminar on China’s ongoing healthcare reform, with an emphasis on what we can expect in the remainder of the 13th FYP. Can we expect reform in the sector to gather pace after the 19th Party Congress? What on the horizon policies could be a game changer for foreign companies, or for patients?
Within 20 years China’s healthcare expenses have risen from 1% to 5.5% of the GDP. Now the challenge is not simply to allocate more resources, but to use the given resources more efficiently. We ask experts where the opportunities are for foreign players as a more affluent and growing middle class demands the further improvement of healthcare services, and how they are in a position to contribute to the development of a healthy China.

Dr. Jiangnan Cai
Dr. Jiangnan Cai
Prof. Cai is the Director of Center for Healthcare Management and Policy and Adjunct Professor of Economics at China Europe International Business School (CEIBS). He has been involved in teaching, research and consulting work at universities, consulting firms and government in the area of healthcare over twenty years in both U.S. and China. He has published extensively in the areas of health economics and health policy. He participated in the design, implement and evaluation of the first comprehensive health care reform plan (Massachusetts) in the U.S. and was also actively involved in design of the new health care reform plan in China.
Prof. Cai was the cofounder of the Institute of Economic Development and Business School at the East China University of Science and Technology (Shanghai) and the first Chair of Department of Public Economics at Fudan University. He received 1990 Sun Yie-fang National Economic Science Prizes-Best Paper Award, 2002 Most Outstanding Abstract Award by AcademyHealth in the US, and 2009 Excellent Paper Award from Shanghai Social Science Annual Conference. He received Ph.D. in Public Policy from the Heller School for Social Policy and Management at Brandeis University in 1997 (US), his MA in Economics at Fudan University in 1984 and his BA in Economics at East China Normal University in 1982.

Mike is an experienced business professional with a broad portfolio of skills gained through the management and growth of multi-disciplined companies. His focus has been on international business development, membership and non-for-profit organizations achieving operational P&L success in China, Asia & West Africa. A graduate in Law he has maintained senior government and European engagement with Chinese Ministries, Embassy Trade & Investment Teams, the European Union Delegation and associated trade partner organizations. He is an IFPMA Council Member, Vice Chairman of CAEFI, a nationwide non-profit social entity reporting to the Ministry of Commerce and Vice Chairman of The Partnership for Safe Medicines (PSM China).

Besides, she successively serves as co-chairperson for medical and health programs of American Chamber of Commerce in China, chairperson of Medical Supplies Consultative Committee of European Union Chamber of Commerce in China as well as executive director in Chinese Hospital Association and China Health Economics Association. Alice Xu graduated from Southeast University majoring at Preventive Medicine and obtained EMBA degree from Cheung Kong Graduate School of Business.
