Balancing Control and Liberalisation
The European Chamber is delighted to welcome Pan Gongsheng, Deputy Governor of the People’s Bank of China (PBOC) and Administrator of the State Administration of Foreign Exchange (SAFE), to keynote this year’s Financial Services Conference. Administrator Pan’s speech on China’s capital outflows at this spring’s China Development Forum was one of the event’s most hotly discussed topics. Our conference represents a truly rare opportunity for European companies to hear directly from one of China’s top banking regulators on this business critical issue for foreign-invested enterprises (FIE’s) in China.

The concerns raised over capital outflow casts a further shadow over China’s plan to liberalise financial markets and to internationalise the RMB. While the addition of the RMB to the International Monetary Fund’s Special Drawing Rights basket was lauded as a watershed moment for China’s economic development in 2015, the implications currently remain largely symbolic -the RMB still fails to meet a number of characteristics that would classify it as a reserve or ‘safe haven’ currency. Experts will debate; the future of the RMB as a global currency, explain why it appears to have slipped down the government's priority list, and discuss the monetary issues that are most pressing to FIE's in China.

Pan Gongsheng was born in 1963 and graduated from People’s University of China with a Master Degree in 1990, and a Doctorate Degree in 1993. From 2008 to 2012, Pan was Vice-President of Agricultural Bank of China. Since June 2012, he is Vice-President of People’s Bank of China. In 2016 he became Director, State Administration of Foreign Exchange (SAFE).

Dr. Alfred Schipke
Dr. Alfred Schipke
Alfred Schipke is the IMF Senior Resident Representative for China. In this capacity he provides policy advice, leads the analytical work of the office, engages with academia, think tanks, and the media, and coordinates the Fund’s training and technical assistance in China. Previously, he was a division chief in the Asia and Pacific Department, where he coordinated the work on fast growing low-income countries in South-East Asia (Frontier Economies) and led missions to Vietnam. He was a division chief in the IMF’s Western Hemisphere Department in charge of the Latin Caribbean and Eastern Caribbean Currency Union (ECCU) divisions. He teaches international trade and finance at Harvard University, John F. Kennedy School of Government and has authored and edited a number of books and articles, including the most recent book: Frontier and Developing Asia—The Next Generation of Emerging Markets. His research focuses on economic integration and the linkages between macroeconomics and finance.

Xingdong Chen is Managing Director and Chief Economist, Head of Macro Research, BNP Paribas (China) Limited. Mr. Chen graduated from Peking University with Bachelor and Masters Degree in Economics in 1983 and 1985 respectively, and trained on macroeconomics in Oxford University as a visiting postgraduate in 1986-1988. He worked for the World Bank twice: From February to August 1988, Mr. Chen was appointed as an economic consultant by World Bank’s China and Mongolia Department in Washington D.C; From June 1990 to June 1993, Mr. Chen worked as an economist at World Bank’s China Resident Mission. From 1985 to 1986 and from 1988 to 1990, Mr. Chen was the economist of the Economic Reform Commission of PRC State Council, participating in a series of China’s open-up and reform policy formulation and implementation. Mr. Chen has worked in the investment banking for 17 years, starting with Crosby (later changed to Socgen-Crosby) Securities Limited in 1993 as a senior economist and Chief Economist. He joined Peregrine Investment Group in 1997, which was taken over by BNP Paribas Group. From May 1997 to June 2012, he worked as the Managing Director and Chief China Economist of BNP Paribas Securities (Asia) Limited based in Beijing. From July 2012 till now, he works as the Managing Director and Chief China Economist , Head of Macro Research of BNP Paribas (China) Limited based in Beijing

Ms. Jing Ulrich
Jing Ulrich is Managing Director and Vice Chairman of Asia Pacific at JPMorgan Chase. She provides strategic advice to the firm’s most senior global clients across all sectors and asset classes, while building relationships with executives at Asia’s leading enterprises. Ms. Ulrich works with all lines of business at JPMorgan Chase to foster greater cross-border collaboration and strengthen senior client relationships in Asia Pacific and the rest of the world.
Educated at Harvard and Stanford Universities, Ms. Ulrich is one of the most prominent advisors to the world’s largest asset-management companies, sovereign wealth funds, and multinational corporations. Her views influence the allocation of trillions of dollars of investments.
Ms. Ulrich has received numerous accolades for her work in the industry. She has been ranked one of Fortune Magazine's 50 Most Powerful Global Businesswomen. Forbes named her one of Asia’s 50 Power Businesswomen and ranked her among the 100 Most Powerful Women in the World.
Before joining J.P. Morgan, Ms. Ulrich was a Managing Director at Deutsche Bank and CLSA Asia-Pacific Markets, where she led the top-ranked team covering China. Global institutional investors regularly voted her the best China strategist in polls conducted by Institutional Investor, Asiamoney, and Euromoney. Before moving to Asia, Ms. Ulrich worked in Washington DC as one of the first fund managers to focus on the Greater China markets.

Andrew Polk is the Co-founder and Head of Economic Research at Trivium China, a Beijing-based strategic advisory firm.
Before founding Trivium, Polk was the China Director at Medley Global Advisors, where he advised asset managers and hedge funds on developments in China's economy and financial markets.
Previously, Polk was the Resident China Economist at The Conference Board's China Center, where he conducted economic analysis on the Chinese economy for corporate clients.
Polk is the co-author of The Long, Soft Fall in Chinese Growth and maintains a deep network of professional contacts in the official, academic, and business communities in China – built over a decade of living in China and working on China issues.
Other research positions he has held include stints at the Institute of International Finance and the U.S. Treasury; he holds an MA in economics and international relations from Johns Hopkins SAIS.
