Customs rules can present complex challenges in any jurisdiction. However, if these rules are understood and managed, they can enable organizations to reduce operational risks, manage costs, improve their bottom line and gain favourable recognition in the market. In China, the size of the country can create further uncertainty due to variations in practices or interpretations at different ports of entry. Although these challenges can be met, they do require a commitment of time, resources and strategic planning.
We invited specialists from KPMG China, to discuss on some of the intricacies of import, export and customs management in China. The starting point is a clear understanding of the regulatory environment, including the major risks and opportunities that are presented in China, in relation to trade and customs operations.

Rachel Tao 陶蓉蓉

Rachel joined KPMG in August 2003. During her 12+ years with KPMG, Rachel has been actively involved in a wide range of customs projects, such as assisting clients to review their historical and current imports procedures to ensure compliance with customs regulations, developing trade compliance manual and identify any cost-savings opportunities.
Rachel worked on many customs valuation and classification defence projects, in particular for distributors and manufacturers of consumer and auto industries.
She also addresses forensic audit matters for multinational clients under customs investigation for serious rule infractions in bonded operations. She assisted her clients in preparation of explanatory documentation and accompanied them in communicating with the Customs.
Rachel was also involved in tax efficient supply chain projects whereby she contributed advice on customs valuation, special customs areas, duty exemption regime, free trade agreements and bonded operations.
陶蓉蓉女士于2003年8月加入毕马威。在过去的12年里,陶女士参与过各种贸易和海关项目,其中包括协助客户审阅其现行或过往的商品进口程序以确保其符合相关的海关规定、建立贸易合规手册,以及积极寻求贸易和海关方面能够帮助客户降低成本的方案。
陶女士曾协助过诸多消费品品牌的分销商,汽车整车总经销商,汽车整车及零配件制造商就海关估价及归类问题同海关进行沟通。
陶女士亦为多家因严重违反海关保税方面规定而受到海关稽查的跨国企业提供合规审核,并协助企业准备解释性文件递交海关,陪同企业与海关交流。
陶女士大量参与税务优化供应链相关项目,就转移定价在海关估价方面的影响,特殊区域,关税减免制度,自由贸易协定及保税制度等方面的利用给予企业关税及流转税方面的意见。
