In the current economic environment of heightened competition, pricing pressures, and overall cost concerns, maintaining healthy cashflow has become an increasing challenge for SMEs, including foreign ones. Access to effective financing is therefore a critical factor for business resilience and competitiveness, particularly in today’s fast-evolving policy and market landscape.
Organised during the China International Import Expo (CIIE), this session will take a practical look at the financing realities for SMEs in China. Speakers will share insights on available financing policies, schemes, and incentives, and explore how to integrate financial strategies with talent retention and technology adoption. The European Union Chamber of Commerce in China (European Chamber) is pleased to invite you to the launch of the Shanghai Position Paper 2025/2026, taking place on Wednesday, 12th November 2025.
As we are entering the 15th Five Year Plan, which is likely to pursue technological self-reliance in strategic sectors and maintain the country’s leadership in global manufacturing, we encourage the Shanghai government to actively include European companies in the implementation process. In particular, the Shanghai Chapter sets five recommendations:
- Implement city-wide, consistent rules for foreign-invested enterprises (FIEs) addressing structural barriers.
- Increase Shanghai’s international attractiveness to foreign nationals and businesses.
- Support small and medium-sized enterprises’ growth.
- Enhance Shanghai’s competitiveness by enabling European companies to fully participate in the green transition.
- Strengthen Shanghai’s supply chain resilience and leverage Shanghai’s coordination role for trade issues, including export controls.
Implementing these recommendations would help sending a positive signal to foreign investors in China’s most international city.
