The Finance & Taxation and Logistics Working Groups in Beijing invites you to attend a presentation and discussion on customs valuation and transfer pricing, which is scheduled to take place on Thursday, 13th February 2020, from 9:30 to 11:00.
The World Customs Organization has in recent years released and updated the Guide to Customs Valuation and Transfer Pricing, which provided new ideas and directions for customs valuation. In practice, China customs has paid more and more attention to the rationality of the related-party transaction prices of international trade between large multinational enterprises (MNEs).
On the other side the post-BEPS era introduced the three-tier Transfer Pricing documentation and information exchange mechanisms such as exchange of CBCR (country by country reporting). MNEs are facing increased transparency of their global tax arrangement. Tax administrations in major countries including China have actively implemented risk monitoring systems leveraging big data to identify and track potential tax risks.
With the comprehensive advancement of economic globalization, related-party transactions have become one of the most important parts of international trade. What follows is that the transaction prices of related-party transactions have been main focus both of Customs and Tax bureaus and can be interpreted differently in the process. How to balance both customs valuation and transfer pricing in China remains a question of the utmost importance and will therefore pose as the central question of this Working Group meeting.
The European Chamber welcomes both Mr. Eric Zhou, Head of Trade and Customs, KPMG China and Ms. Xiaoyue Wang, Head of Transfer Pricing, KPMG China, to give an overview of the current developments in the fields of customs valuation and transfer pricing in China and how this affects foreign businesses.
