The hazardous chemicals industry in China has faced increasing regulatory scrutiny in recent years, with the introduction of traceability code policies across different provinces and municipalities. Starting with Guangdong Province in 2021, these policies have introduced QR codes to enhance safety, traceability, and oversight of hazardous chemicals. However, the lack of a unified national approach has led to significant challenges for companies. With each region enforcing its own version of the QR code requirements, compliance has become inconsistent and costly for businesses operating across multiple regions. Moreover, the lack of national endorsement for a single, standardised approach has made companies hesitant to invest in necessary system modifications, such as changes to SAP systems, which are resource and time-intensive.
Shanghai, as one of the leading cities in the rollout of hazardous chemical policies, Shanghai's local regulations and interpretation of national policy trend are also crucial for the European Chamber’s Petrochemicals, Chemicals, and Refining (PCR) Working Group members. The PCR Working Group is honored to have Mr XU Wei from Division of Hazardous Chemicals Safety Supervision, Shanghai Emergency Management Bureau to brief on the current status of the traceability code policy and its implications for their operations. Participants will be able to:
- Clarify regional compliance requirements directly with policymakers,
- Gain a better understanding of future regulatory trends in Shanghai and beyond,
- Meet with industry peers facing similar challenges,
- Obtain expert advice on how to streamline compliance processes and minimise operational risks.
