In the Tianjin Local Position Paper European Chamber has launched in early March 2023, members in Tianjin expressed their concerns for talent acquisition and retention. Also, the recommendation of "Draw on the experience of European Chamber members to develop a dual-vocational training program that can produce talent with both the theoretical knowledge and practical experience that industry needs" has been proposed.
中国欧盟商会于2023年3月初发布了《天津建议书》。书中提及在津欧盟企业对于招聘及保留人才的担忧。同时，提出“利用中国欧盟商会会员企业的经验，建立双轨制职业培训体系，培养理论知识与实践经验兼备的人才，满足行业人才需求”的建议。

In 2023, Tianjin Municipal Government released detailed work plan for Prosper the City with Science and Education, Empower the City with Talents, one of the 10 initiatives that Tianjin has put forward to revitalize the city in all respects. In the plan, it specifically mentioned the promotion and innovation for the integration of industry and education to meet the businesses' needs for talents.

Volkswagen Automatic Transmission (Tianjin) Co., Ltd. (VWATJ) operates 2 plants: DQ and DL. And since the launch of the Development and Analysis Centre, we have conducted on-site task analysis of transmissions, hybrid module, e-drive and battery in the market, and assumed development tasks for the local production of related products. In 2019, we became home to the first Volkswagen Component Academy outside Germany, tasked to lead further training for employees with specialist technical qualifications.
大众汽车自动变速器（天津）有限公司目前拥有两个生产厂区，DQ和DL。自研发分析中心成立以来，对中国市场的变速箱、混合动力模块、电驱、电池等进行了现场任务分析，并承担了相关产品本地化生产的开发任务。2019年，第一所德国境外的大众零部件教育学院CEA在这里落成，用来开展能力管理培训及各类人员发展项目。

Component Education Academy (CEA) practices in a building with 2 floors in VWATJ plant, in total 7477 Square Meters. Basic Technical Trainings, high-tech qualification (e.g. NEV related trainings) and software trainings as well as the VWATJ lighthouse project "Dual Vocational Education" are all conducted here. The targets of CEA is, on one hand, qualification for apprentices and employees of VW group, on the other hand, opening to share training methodology and resources with external partners.  
大众零部件教育学院(CEA)位于大众汽车自动变速器（天津）工厂厂区内，为一栋2层建筑，总面积为7477平方米。提供基础技术培训、高新技术资格培训(如新能源汽车相关培训)、软件培训，以及VWATJ灯塔项目“双元职业教育”。大众零部件教育学院的目标一方面是对大众集团的学徒和员工进行技术培训及资格认证，另一方面开放与外部合作伙伴合作共享培训体系与优质资源。
