The European Union Chamber of Commerce in China (European Chamber) and the American Chamber of Commerce in China (AmCham China) jointly invite you to attend this event on China’s Corporate Social Credit System (SCS) on November 11th at Infinity Ballroom, Hilton Beijing.
China’s Corporate SCS, the innovative and comprehensive vision of using modern technologies to track, condition and steer market participants, is moving decisively forward with its planned rollout in 2020. Until lately, the discussion has focused primarily on the potential impact of the SCS on individuals in China, while the ramifications of the Corporate SCS have remained largely under the radar.
In some respects, this is good news. Equal enforcement of regulations should become a reality as numbers are crunched by impartial algirithms, before the system then pumps out a rating for each individual firm.
However, sometimes it could also be challenging. The widespread implications of the Corporate SCS include, for example: requirements for companies to regularly transfer corporate data, which will then be published and publicly available in national databases; tax ratings that are based not only on tax-specific requirements, but also individual ratings of responsible personnel, and even media reports about respective companies; companies’ credit scores will be impacted by the ratings of their suppliers and business partners.
What should foreign businesses prepare for this significant change? What are the foreseeable opportunities and challenges? What unexpected implications it may cause in the short and long term? And what developments we are expecting in the coming months?
European Chamber President Jörg Wuttke and Trivium China Head of Digital Research Kendra Schaefer will present on China’s Corporate SCS, and will then be joined in a panel discussion to shed further light on the issue.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Ms. Kendra Schaefer
Ms. Kendra Schaefer
Kendra began building websites in the mid-1990s, when Geocities was still a thing, and has been skulking around China’s tech scene since 2004.
She has since consulted on over 150 digital projects for both private investors, SMEs and multinationals. Her clients have included Google, Envato, and the Eezy network. She is literate in Mandarin, and specializes in Chinese interfaces and usability.
Kendra now leads Trivium’s Social Credit Watch project, which is tracking the development of China’s social credit system.
Mr. Markus Herrmann Chen
Mr. Markus Herrmann Chen
Markus Herrmann Chen (陈瑞华), a Swiss-Chinese, is an experienced advisor to European business and financial investors focusing on effects from China’s political economy and global geoeconomic developments on corporate strategies, organizational design and HQ-subsidiary interactions as well as strategic partnerships and negotiations of foreign business in the Chinese market. Prior to CMG, Markus worked as Government Affairs Director with Bayer MaterialScience in China and as Management Consultant with Boston Consulting Group (BCG) in its Shanghai, Hong Kong and Zurich offices. Markus is a Strategic Advisor Europe to Caixin Global, as well as Board member with the Stein am Rhein Symposium (stars) and the Swiss Chinese Chamber of Commerce (SCCC) – for the latter leading its policy and government affairs including the interface with European peer organizations and the EUCBA. He is further engaged in the advisory board of CEIBS Zurich and is a member of the World Economic Forum’s Expert Network.
Markus holds a B.A. and M.A. in Law focusing on public policy, international public, economic and WTO law from the Universities of Geneva, Bern and Fribourg, plus he studied Chinese at the Peking University as a resident student and holds a Certificate of Advanced Studies from the University of Zurich in applied ethics..
Mr. Ronan Diot
Mr. Ronan Diot
Ronan is the Secretary of the Board and Head of Legal, Risks and Compliance of Groupama-AVIC Property Insurance Co., Ltd., one of the largest foreign-invested property insurance companies in China and the only foreign insurer active in agricultural insurance. Groupama-AVIC is a joint-venture between Groupama, a French insurance company with more than 100 years of history, and China Aviation Industry Corporation (AVIC) a Chinese State-owned aerospace and defence conglomerate.
Ronan has joined the insurance world in 2018, having previously exercised as a qualified lawyer in France (Paris), Spain (Barcelona) and is a resident of Beijing since 2007. His practice as a lawyer focused on assisting foreign companies to do business in China and Chinese companies to do business overseas, with emphasis on cross-border M&A, establishment of joint-ventures, as well as greenfield investments.
Ronan has also been significantly involved in lobbying actions of the Chamber through his chairmanship of the EUCCC Legal and Competition Working Group since 2010 and as a Vice-Chair of the Insurance Working Group since 2018, and he is also a regular participant in the meetings organized by the Delegation with EU officials, and the European Tour in Brussels.
Ronan graduated from the Paris Institute of Political Studies (2005), the University of Paris I Panthéon-Sorbonne
(2003) and the University Complutense of Madrid (2003).
Ronan is professionally conversant in English, Chinese, Spanish and French.
