Throughout the past months, various actors in the EU have been sounding the alarm bells regarding overcapacities generated by Chinese production in a number of key sectors, something that has prompted actions such as the investigation on Chinese-made EVs launched by the European Commission in late 2023. In China, there has been some degree of acknowledgment by policymakers about the potential negative effects of subsidisation and the current structural rebalancing in investments towards manufacturing.
In spite of this acknowledgement, China’s National People’s Congress (NPC) concluded in March 2024 with an explicit focus on industrial policy favoring high-technology industries, and very little fiscal support for household consumption. This policy mix can potentially compound the growing imbalance between domestic supply and demand.
Will the overcapacity set China, the EU, and the US on a dangerous course of trade confrontation in 2024? What are the policy options the three actors have at hand to address this issue? And how should companies incorporate all of these considerations in their business strategy? Join us on 29th April for the fresh insights from Rhodium Group on China’s overcapacity outlook, as well as for a discussion with European industry representatives on their on-the-ground experience dealing with overcapacities.

Speakers
Mr. Jens Eskelund

Mr. Jens Eskelund
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas at Austin. He has also pursued studies in Chinese at Renmin University in Beijing. Coming to Beijing as a student in 1998, Jens Eskelund began his career in China as Commercial Officer at the Danish Embassy to China before taking on a position in marketing for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line in China and later Director of Public Affairs for North Asia before assuming his present role as Chief Representative for Maersk in the Greater China Area and North-East Asia. Primary focus areas comprise engaging government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within the Maersk Group.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Vice President and Chair of Maritime Working Group of the European Chamber. Jens was elected as the President of European Chamber in May 2023.
Jens Eskelund is married and has two sons.
Dr. Agatha Kratz

Dr. Agatha Kratz
Agatha Kratz is a Director at Rhodium Group.
She heads Rhodium’s China corporate advisory team, as well as Rhodium’s research on European Union-China relations and China’s economic statecraft. She also contributes to Rhodium work on China’s global investment, industrial policy and technology aspirations.
Agatha holds a Ph.D. from King’s College London, on China’s railway diplomacy. Her previous positions include Associate Policy Fellow at the European Council on Foreign Relations and Editor-in-Chief of its quarterly journal China Analysis, Assistant Editor for Gavekal-Dragonomics’ China Economic Quarterly, and Junior Fellow at Asia Centre in Paris.
Ms. Camille Boullenois

Ms. Camille Boullenois
Camille Boullenois is an Associate Director with Rhodium Group’s China Projects team, where she works on the analysis of China’s economic system, industrial policy, and market reform.
Before joining Rhodium Group, Camille headed the Brussels office for Sinolytics, advising clients on market governance and data strategies, as well as the regulatory challenges arising from the Corporate Social Credit System.
Previously, she worked as an analyst at China Policy and contributed to the EIU, Oxford Analytica, and the ECFR. Camille holds a PhD in international, political, and strategic studies from the Australian National University, where she wrote her dissertation on social mobility and entrepreneurship in the Chinese countryside.
Mr. Jörg Wuttke

Mr. Jörg Wuttke
Joerg (Jörg) Wuttke is Partner at DGA-Albright Stonebridge Group. He brings over 25 years' experience as a senior executive working in the China market and Europe-China trade and investment corridor. Prior to joining the firm, Mr. Wuttke served as the Chief Representative of BASF in China, based in Beijing, where he was responsible for guiding the company’s investment strategies for China, negotiating large projects, and leading government relations. Before BASF, Mr. Wuttke worked with ABB, a multinational power and automation technologies company, for 11 years on the development and financing of large projects in China, Southeast Asia, Africa, and Russia. In 1993, he became Chief Representative for ABB China in Shanghai and in 1994 moved to the President's Office of ABB China, where he was responsible for the development and financing of large-scale industrial projects.
Mr. Wuttke was President of the EU Chamber of Commerce in China from 2007 to 2010, 2014 to 2017, and 2019 to 2023. From 2001 to 2004, he was the Chairman of the German Chamber of Commerce in China. From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris-based body of major business associations that advocates with the OECD. From 2013 to 2016, and again from 2019 to 2023 Mr. Wuttke was Vice Chairman of the China Petroleum and Chemical Industry Federation, International Cooperation Committee, a group representing Multinational Companies in China.
Among other professional distinctions, Mr. Wuttke has been awarded the Order of Leopold II by King Albert II of Belgium, Chevalier de la Légion d'Honneur by President Macron of France, the Order of Italian Star from the President Mattarella of Italy, and the Order of Merit of the Federal Republic of Germany (Verdienstorden) by President Steinmeier of Germany. Mr. Wuttke serves on the Robert Bosch Internationale Beteiligungen AG Verwaltungsrat Supervisory Board and is a Member of Mercator Institute for China Studies (MERICS) and the International Board of the Stars Foundation.
Mr. Wuttke earned his bachelor’s degree from DHBW Mannheim and studied Chinese in Shanghai and Taipei. He is based in Washington, D.C.
Mr. Jordi Torres

Mr. Jordi Torres
Jordi TORRES has an engineering PhD and an Executive MBA from IESE Business School.
He began his professional career at international companies such as Hewlett Packard, Lear Automotive, and Vestas Wind Systems.
In Vestas, he worked as Director of Sales for the Service business in Vestas Mediterranean with responsibility for more than 12 countries for around 6 years.
Since 2012, he has been working for EDF Renewables in different international assignments in Portugal, France, and the UK.
In EDF, he started in Portugal, moving after to deploy the EDF EN Services strategy in North Europe. In March 2013, he joined the EDF RE UK team to kick off the operations business. In 2020, UK operations included more than 600MW onshore and offshore wind in 25 different assets.
Currently, he holds the position of Chief Operation Officer of EDF Renewables China. In his position, Jordi is responsible for the operations, cPPA, financial, and strategic aspects of EDF China portfolio including C&I, Onshore and offshore wind and solar projects.
Mr. Gavin Pat

Mr. Gavin Pat
Gavin PAT is the Head of Strategy and Market Development Department in Thyssenkrupp China Regional Headquarters.
Gavin is actively involved in the strategic analysis of China’s macroeconomics & industry policies, and he oversees tk’s China market development in industry sectors such as renewable power, green hydrogen & chemicals, automotives, steel, cement and material services.
Before joining Thyssenkrupp in 2017, Gavin worked in several European & U.S.-based global industrial groups, as well as in leading strategy consulting firms. He holds a M.B.A. degree from the University of Chicago Booth School of Business.
