Promoting innovation and technology-based development have been integrated into future development plan outlined by the 3rd Plenum Decision. For years, abundant favorable policies and tax incentives have been offered to R&D-oriented enterprises in order to transform the country from the world’s factory to an innovation-led society. A thorough understanding of this policy framework can therefore lead foreign companies, large corporates and SMEs alike, to substantial cost savings and effective operation in China.
