The commencement of 2018 marks a major transition in China’s environmental protection regime. With the entry into force on 1 January, 2018 of the Law on Environmental Protection Tax of People’s Republic of China and theImplementing Regulations of the Law on Environmental Protection Tax issued by the State Council, business operators in a variety of industries in China now are faced with a new environmental regulatory landscape.
The European Chamber has been closely tracking this transition from a fee-based regime to a tax-based one and its impact on European business in China. On 26 January 2017, the Chamber submitted comments on theImplementing Regulations of the Law on Environmental Protection Tax (Draft for Comments) during a public consultation initiated by the State Administration of Taxation. To help members understand the essence of the transition, the European Chamber is pleased to invite Deputy Director General Sun Qun, Department of Property and Behaviour Tax of SAT, to interpret the Implementing Regulations of the Law on Environmental Protection Tax, and its enforcement plans and relevant guidance, followed by a roundtable discussion with members.
