On 11th November, China's National Health Commission (NHC) released a circular on further optimising the COVID-19 response, announcing 20 new measures, including several related to international travel:
- The circuit breaker mechanism for inbound flights is cancelled;
- The negative COVID-19 tests requirement for inbound travellers is reduced from twice in 48 hours before boarding to once;
- Inbound important business travellers and sports groups will be directly transferred to closed-loop management areas, and exempted from quarantine.
From 12th November, Chinese embassies in the 14 European countries listed below have updated the policy regarding requirements for COVID-19 testing when transferring from a third country: travellers can choose to take a COVID-19 test and apply the HDC code either in their country of departure or in the country of transfer – previously, travellers were required to take tests and apply HDC codes in both countries.
In addition, people with an infection record/symptoms or who are a close contact do not have to meet additional requirements as long as they have one negative COVID-19 test result within 48 hours before boarding the China-bound airline.
To sum up, the required documents to get a green HDC code include one negative test result, a complete itinerary to China, a valid passport and Chinese visa (for non-Chinese passport holders), and proof of vaccination if applicable.

自奥地利始发直航赴华乘客，须在起飞前48小时内完成1次核酸检测，凭核酸阴性证明向我馆申领健康码。
自奥地利始发经第三国转机，或自第三国始发经奥地利转机赴华乘客，可根据自身行程在始发地或中转地任择一地进行1次核酸检测，时限要求为赴华最后一程直飞航班起飞前48小时以内，并向检测地中国使领馆申领健康码。
自捷克始发赴华人员申领健康码有关要求汇编（最新版）(2022-11-12)
赴华人员可凭赴华直航航班起飞前48小时内的1次核酸检测阴性证明向检测地的中国驻外使领馆申领健康码。
中转赴华人员可在始发地或中转地择一地进行核酸检测并向检测地的中国驻外使领馆申请健康码，无需进行二次检测、二次申领健康码。
Requirements for HDC application (updated on 13 November 2022)（2022-11-13）
Passengers travelling from Finland to China by direct flight are required to take one COVID-19 PCR test within 48 hours before boarding.
Travellers bound for China can choose to transfer via other countries. Passengers can choose to undergo the PCR test either in the country of origin or in the country of transfer.
关于自法国搭乘航班赴华人员申请健康码要求的最新通知（2022年11月14日更新）（2022-11-15）
根据国内最新防控要求，即日起，自法国搭乘航班赴华的中、外籍乘客，须在赴华直飞航班起飞前48小时内进行一次核酸检测（PCR），并根据检测机构所在领区申请健康码。3周岁以下婴幼儿无需检测。
二、法国（sante.fr)或摩纳哥（monacosante.mc）卫生部门网站公布的检测机构均可接受，但暂不接受药店检测。
三、中转赴华乘客可在始发地或中转地任选一地进行核酸检测并向中国驻当地使领馆申请健康码，无需在始发地和中转地同时检测，但检测时间应安排在最后一个中转地赴华航班起飞前48小时内。请持始发地健康码人员妥善安排行程，确保在最后一个中转地登机时健康码仍处于有效期内。
关于近期外国人入境中国政策的通知 (2022-08-24)
一、接受学历教育的长期留学人员可持《外国留学人员来华签证申请表》（JW201/202表）、学校录取通知书（新生）或返校证明（老生）向巴黎签证中心申请留学签证。
二、在华留学人员的外籍家属（配偶、父母、未满18岁的子女、配偶的父母）可申请团聚或探亲签证。
三、持有效APEC商务旅行卡、有效学习类居留证的外国人无需申请签证。
四、赴华复工复产（包括经贸、教育、科技、体育、文化等领域）的在法人员申请商务签证（M）或访问签证（F）时无需再提供中国相关部门出具的签证邀请函（PU）。
五、赴华随居或探亲的复工复产人员（包括已在华工作的外国人）的外籍家庭成员（即配偶、父母、配偶的父母、未满18周岁子女）无需提交签证邀请函（PU）。
六、中国公民及在华具有永久居留资格的外国人的外籍家庭成员（即配偶、父母、配偶父母、子女、子女配偶、兄弟姐妹、祖父母、外祖父母、孙子女、外孙子女）可申请赴华团聚或探亲签证。
关于赴华人员登机前新冠肺炎检测的最新通知 (2022-11-14)
赴华人员须在入境航班登机前48小时内进行一次核酸检测（PCR-Test），凭检测阴性证明申请健康码。
取消对既往感染史、有疑似症状、密切接触者、检验结果“不确定”、“灰区”等人群的其他防控要求。上述人员均按照普通人员要求，凭登机前48小时内一次核酸检测阴性证明申请健康码。
自德国始发经第三国（地区）转机，或自第三国（地区）始发经德国转机赴华乘客，可根据自身行程，于赴华直飞航班登机前48小时内在始发地或中转地按要求完成核酸检测、申请健康码，无需二次检测、二次申请健康码。
关于进一步调整赴华签证政策的通知 (2022-08-23)
一、自北京时间2022年8月24日0时起，允许持有效APEC商务旅行卡人员、持有效学习类居留许可的外国留学生入境中国，相关人员无需重新申办赴华签证。
二、在华接受学历教育的长期留学人员、新生凭中国高校出具的《外国留学人员来华签证申请表》（JW201/JW202表）、录取通知书或返校证明原件及复印件直接向柏林中国签证申请服务中心申办学习类签证。在华外籍留学人员家属可赴华随居或探亲。
关于进一步调整赴华签证政策的通知 (2022-07-27)
即日起，拟赴华复工复产（包括经贸、教育、科技、体育、文化等领域）的在德人员申请商务签证（M）或访问签证（F）时无需再提供中国相关部门出具的签证邀请函（PU）
Notice on Adjusting Health Code Application Requirement (2022-11-14)
All passengers going to China from Greece must undergo a PCR test within 48 hours before boarding. In case of flight delay, the boarding time will still be regarded as the original scheduled departure time.
Those passengers departing from Greece can choose to take a direct flight from Greece or take transit to China via a third country. We embassy do not limit the route to China and the number of transits.
From the date of the issuance of this notice, long-term overseas students who are going to China for academic education can submit their X1 visa applications to the Chinese Visa Application Service Center in Athens. Application materials include the "Visa Application Form for Foreign Students in China" (JW201/202 Form), school admission notice (freshmen) or return certificate (senior students) and others as required. Families of students studying in China can apply to live with or visit their relatives in China. Visa applications from short-term overseas students for non-academic education (X2 visa) are not accepted at the moment.
Starting from 00:00 on August 24, 2022 (Beijing Time), holders of valid APEC Business Travel Cards or study residence permits will be allowed to enter China.
关于调整自匈牙利赴华人员申请健康码有关要求的通知（2022-11-14）
行前检测调整为航班起飞时间前48小时内1次核酸检测（RT-PCR）。
中转赴华旅客可在始发地或中转地择一地进行核酸检测，并向检测地中国使领馆申领健康码，时限要求为赴华航班起飞时间48小时内。转机时，凭有效健康码办理值机、登机手续，无需二次检测、二次申码。
关于调整外国人赴华签证政策的通知, (2022-06-20)
自即日起，中国驻匈牙利使馆调整外国人申请赴华签证要求如下：
一、免除赴华就业人员签证邀请函(PU)
对业经中国国内主管部门批准赴华就业人员，恢复疫情前政策，无需提交签证邀请函（PU）。
二、免除复工复产人员家属签证邀请函（PU）
来华随居或探亲的复工复产人员（包括已在华工作的外国人）外籍家庭成员（包括配偶、父母、未满18周岁的子女、配偶的父母）可凭亲属关系证明及其他必要材料申请签证，无需提交签证邀请函（PU）。
关于调整从卢森堡出发赴华远端检测规定的通知(2022年11月版)（2022-11-14）
自卢森堡出发中转第三国赴华人员可在始发地或中转地选择一地进行一次核酸检测，凭阴性证明申请健康码，核酸检测采样时限要求为赴华航班登机前48小时以内。
关于调整赴华签证要求的通知（2022-08-25）
自2022年8月24日起，中国驻卢森堡使馆调整签证政策如下：
一、赴华长期留学攻读学位的外国留学生，可凭借《外国留学人员来华签证申请表》（JW201/202表）和《学校录取通知书》（新生）或《返校证明》（老生）申请长期留学签证（X1）。
二、在华外国留学生家庭成员（配偶、父母、配偶的父母、不满18岁的孩子）可申请探亲签证。
三、持有APEC商务旅行卡或有效学习居留许可的人士无需办理签证即可入境。
关于优化调整从荷兰乘机赴华乘客检测及健康码申请要求的通知 （2022年11月14日起执行）（2022-11-14）
所有乘客可在始发地或中转地择一地进行1次核酸（PCR）检测，并凭借该核酸检测阴性证明向检测机构所在国的中国使领馆申领健康码：
1.从荷兰始发搭乘航班直飞赴华乘客，须在登机前48小时内在荷兰任意合法检测机构进行1次核酸检测，并凭该核酸阴性证明向我馆申领健康码。
2.中转赴华乘客，既可在始发国进行核酸检测，也可在中转国进行核酸检测，时限要求为赴华直航航班登机前48小时内，并向检测地中国使领馆申请健康码。转机时，凭有效健康码办理值机、登机手续，无需二次检测、二次申码。
3.对有既往感染史、密切接触、疑似症状等人员，均可凭登机前48小时内1次核酸检测阴性证明申领健康码，无其他额外要求。
根据有关安排，自北京时间2022年8月24日起，中国驻荷兰大使馆更新外国人赴华签证申请要求如下：
一、允许持有效APEC商务旅行卡人员、持有效学习类居留许可的外国留学生入境中国，相关人员无需重新申办赴华签证；
二、在华接受学历教育的外国长期留学人员，可凭《外国留学人员来华签证申请表》（JW201或JW202表）、中国境内招收单位出具的录取通知书（新生）或返校证明（在读生），申办学习类X1签证。相关留学人员家属可申请办理签证赴华随居或探亲。
关于进一步调整外籍人员赴华签证政策的通知（2022-06-30）
即日起，拟赴华复工复产（包括经贸、教育、科技、体育、文化等领域）的在荷人员申请商务签证（M）或访问签证（F）时，无需再提供中国相关部门出具的签证邀请函（PU）。
中国驻挪威大使馆关于调整乘机健康码申请要求的通知（2022年11月13日更新）（2022-11-13）
挪威赴华无直航航班，乘客可经多地多次中转赴华。所有乘客可在始发地或中转地择一地进行一次核酸检测，时限要求为赴华直航航班起飞时间48小时内，并向检测地中国使领馆申办健康码。转机时，凭有效健康码办理值机、登机手续。无需二次检测、二次申码，仅需确保在直航航班起飞时健康码仍在有效期内即可。
对有既往感染史、疑似症状、密接等情况的人员，不再设置额外排查要求，均可凭行前48小时内1次核酸检测阴性证明申办健康码。
关于外国公民赴华登机前新冠肺炎检测要求的通知（2022年11月13日更新）（2022-11-14）
所有自波兰搭乘航班赴华人员应在登机前48小时内进行1次核酸检测。
第三国经波兰中转搭乘直航赴华航班人员如选择在始发国进行核酸采样检测，应向中国驻始发国使领馆申请健康状况声明书（HDC码）。如选择在波兰进行核酸采样检测，应向中国驻波兰大使馆申请健康状况声明书（HDC码），凭中国驻始发国使领馆或中国驻波兰大使馆审发的有效绿色健康状况声明书（HDC码）登机。
自波兰始发经第三国中转人员如选择在波兰进行核酸采样检测，应向中国波兰大使馆申请健康状况声明书（HDC码）。如选择在中转地进行核酸采样检测，应向中国驻当地使领馆申请健康状况声明书（HDC码），凭中国驻波兰大使馆或中国驻当地使领馆审发的有效绿色健康状况声明书（HDC码）登机。
所有赴华人员应在赴华直航航班登机前48小时内进行一次核酸RT-PCR检测。中转人员可在始发地或中转地择一地进行核酸检测，并凭核酸阴性报告向该地中国使领馆申领绿色健康码。
我馆不指定检测机构，罗马尼亚当地合法检测机构出具的核酸检测证明均可接受。

关于调整自瑞士赴华人员行前检测要求的通知（2022-11-13）
自瑞士始发直航赴华乘客，须在登机前48小时内完成1次核酸检测，凭核酸阴性证明申领健康码（目前中瑞之间暂停直航航班）。
自瑞士始发经第三国转机，或自第三国始发经瑞士转机赴华乘客，可根据自身行程在始发地或中转地任择一地进行1次核酸检测、申领健康码，时限要求为来华航班登机前48小时以内。转机人员无需二次检测、二次申码。
All passengers from the UK to China are required to take ONE PCR test within 48 hours before boarding the final flight to China and then apply for the HDC with a negative test report. Passengers may choose to take the test at the place of departure or the place of transit. There is no need for passengers to take another PCR test or apply for another HDC when transiting. Airlines shall accept a valid HDC regardless of its issuance place.

From the date of the publishing of this notice, applicants applying for a M/F/Z visa in the United Kingdom for entry into China for short-term visit and long-term employment in the fields of economy & trade, education, science & technology, sports and culture, etc, are no longer required to submit a PU letter issued by a competent department in China.
