根据《江苏省国民经济和社会发展第十二个五年规划纲要》、《中共江苏省委关于又好又快推进“两个率先”，在新的起点上开创科学发展新局面的决定》，结合国家《可再生能源中长期发展规划》（2007-2020）、《核电中长期发展规划》（2005-2020）等，编制和实施《江苏省“十二五”能源发展规划》。
