In April 2021, the General Administration of Customs in China (GACC) released the Regulation on Registration Administration of Overseas Manufacturers of Imported Foods (Decree 248) and Administrative Measures on Safety of Import and Export Food (Decree 249). Under Decree 248, overseas manufacturers of imported foods shall obtain registration approval with the GACC before exporting to China.

Registration of overseas manufacturers of imported foods includes recommendation for registration by the relevant authority of the home country/region, and application for registration by a manufacturer. Registration can be done through the registration system website.

As of 1st January 2022, overseas manufacturers of imported food that have been registered with the GACC and given a Chinese registration number shall, when declaring imported food, provide this number on the customs declaration form in the ‘Overseas Manufacturers Registration of Imported Food’  field in the ‘Product Qualification’ section. Overseas manufacturers that fail to provide a Chinese registration number shall be deemed as unregistered. Foods produced by unregistered manufacturers or manufacturers deemed as unregistered will not be accepted for import declarations. Registered overseas manufacturers of imported food shall mark their Chinese registration numbers or the registration numbers approved by the relevant authority of the home country (region) on the inner and outer packaging of foods manufactured after 1st January 2022 and exported to China. The labels on the packaging of food exported to China manufactured before that date are still subject to the former requirements.
