本站讯 近日，财政部、发改委、水利部联合印发了《黄河下游滩区运用财政补偿资金管理办法》（以下简称《办法》），对黄河下游滩区运用后滩区群众财产淹没损失实行财政补偿,这一政策的实施充分体现了党中央、国务院对黄河下游滩区群众的深切关怀，对黄河长治久安、确保安澜的高度重视，也是各地各部门深入贯彻落实《中共中央国务院关于加快水利改革发展的决定》（中发[2011]1号）精神，“搞好黄河下游治理”、“搞好黄河下游滩区安全建设”的具体体现。《办法》以科学发展观为指导，坚持以人为本，保障改善民生。《办法》的实施将使黄河下游滩区群众基本的生产生活得到保障，对确保黄河下游防洪安全和改善黄河下游滩区经济社会发展状况，具有十分重大的战略意义，是人民治黄史上一次重大突破。
