2018年全球商业环境愈加错综复杂，中美贸易摩擦不断，股市和汇率时有动荡，世界贸易经济发展面临新的挑战。国际税收层面，反避税已成为各国税收治理的共识，各国进一步加大了反避税力度，全球税务信息透明化趋势愈发明显。截至目前，中国与多个CRS（共同申报准则）参与国开展信息交换；香港地区也已立法通过转让定价新规，进一步落实BEPS行动计划。将目光收回国内，在内外部经济形势面临巨大挑战的情况下，中国政府出台一系列大规模减税降费政策，包括下调增值税税率，提高出口退税率，扩大税收优惠政策范围，推行个人所得税法改革等，以期为国内经济注入活力。同时，我们也看到，政府在为企业和个人"减负"的同时，也进一步深化税收征管体制的改革，日趋加强税收征管力度。
