2014年9月，国家发改委、环保部、国家能源局联合下发《煤电节能减排升级与改造行动计划（2014-2020年）》（发改能源〔2014〕2093号），要求各地全面落实“节约、清洁、安全”的能源战略方针，推行更严格能效环保标准，加快燃煤发电升级与改造，努力实现供电煤耗、污染排放、煤炭占能源消费比重“三降低”和安全运行质量、技术装备水平、电煤占煤炭消费比重“三提高”，打造高效清洁可持续发展的煤电产业“升级版”。

本规划的基本思路是控新治旧、削减存量，着力点是调结构、保安全、防风险，立足于源头预防、过程阻断、清洁生产、末端治理的全过程综合防控理念，遵循统筹规划、突出重点，控新治旧、综合防治，政府引导、企业主体的原则，突出重点防控的污染物、区域、行业和企业，明确了重金属污染防治目标、任务和政策措施，通过转变发展方式、优化产业结构、推进技术进步、加强重金属污染源监管，逐步建立起比较完善的重金属污染防治体系、事故应急体系和环境与健康风险评估体系，有效防控重金属污染。
