Recently, various free trade zones have successively released a series of cross-border data policies, including negative lists and the Construction Plan for the International Data Processing Hub in the Lingang New Area of the China (Shanghai) Pilot Free Trade Zone. In particular, the Shanghai Lingang International Data Processing Hub Construction Plan proposes to further "improve the security management mechanism for international data business. This involves establishing an independent management body guided by the government, with participation from domestic and foreign professional institutions, corporate representatives, and industry experts, to explore a transparent, lightweight, and non-contact management model." In this context, the European Chamber is honored to invite Dr. Yang Xiaowei from the CICS-CERT to interpret and discuss the recent data policies in free trade zones and the newly released Shanghai Lingang International Data Processing Hub Construction Plan.
近期，不同自贸区相继发布了一系列数据跨境相关政策，包括负面清单，以及《中国（上海）自由贸易试验区临港新片区国际数据加工枢纽建设方案》等。特别是在《上海临港国际数据加工枢纽建设方案》中提到将进一步“健全国际数据业务安全管理机制。构建由政府引导，国内外专业机构、企业代表、行业专家共同参与的独立管理机构，探索透明化、轻量化、非接触式管理模式”。在此背景下，中国欧盟商会非常荣幸邀请到国家工业信息安全发展研究中心杨晓伟博士围绕近期自贸区相关数据政策及最新发布的《上海临港国际数据加工枢纽建设方案》进行解读交流。
