Auto components WG holds meetings with MEP, MOT and MOFCOM

Auto Components Working group held separate meetings with Ministry of Environment Protection, Ministry of Transport and Ministry of Commerce on 5th August in Beijing

·         Meeting with, Vehicle Emission Control Center, Ministry of Environment Protection

The European Chamber opened the meeting with the Vehicle Emission Control Centre (VECC) of the MEP, by briefly introducing the Auto Components Working Group Position Paper 2013-2014 and outlining the Auto Component Working Group members’ main concerns including: carbon emission standards, regulations on coatings of car windows to reduce the weight, fuel standards and the attitude towards new energy vehicles (NEVs).

Director Tang of the VECC agreed to follow up the discussion at the next Auto Components Working Group meeting on 23rd August.

·         Meeting with Transport Department, Ministry of Transport

The European Chamber started the meeting by briefly introducing the Position Paper 2013-2014 and outlined the Auto Component Working Group members’ main concerns, in particular regarding vehicle safety and the market access threshold for European auto component manufactures. In accident assessment the vehicle itself can be held liable in road accidents now besides the driver and company, which means relative vehicle manufacturers will be taken into consideration.

MOT and the China Automotive Maintenance and Repair Trade Association, Automotive Repair Parts Committee welcomes the Chamber and its member involvements in the design and structure of the traceability system of the auto parts in plan of MOT/MPS/MIIT.

·         Meeting with Manufacturing Division of the Foreign Investment Department, Ministry of Commerce 

Following an introduction of the European Chamber and the Auto-components issues in the Position Paper 2013-2014, the Auto-components Working Group members introduced their main concerns. The “Foreign Investment Negative List” (FINL), recent development of Shanghai Free Trade Zone were discussed and Mofcom suggested the EU can set up an investment plan so that auto components companies can easier communicate with the government regarding the recent and member interested policy consultations.
