Green energy is going to be part of the future of the world, offering a cleaner alternative to many of today’s energy sources. China has been vigorously prioritising the development of renewable energy, and raising the proportion of non-fossil energy in the energy supply structure. According to the International Energy Agency, 36% and 40% of the world’s growth in solar and wind energy in the next five years will come from China. The public's demand and awareness of the use of green electricity are also increasing; green electricity consumption will certainly become the future energy consumption trend.
The European Chamber is delighted to invite you to the "EU-China Green Development Dialogue II: Opportunities and Challenges in Building a Green Power System", jointly organised with the Centre for International Economic and Technology Cooperation (CIETC) of the Ministry of Industry and Information Technology (MIIT) on Friday 21th May at 15:00-17:30, European Chamber Beijing Office. In this meeting, Mr Hu Zhaoguang from the State Grid Energy Research Institute will focus on green power industry in China, Mr Liu Qiang from Chinese Academy of Social Sciences on green energy policies, and Mr Yu Wenxuan from China University of Political Science and Law on green energy laws; while Mr William Zhao from Total and Ms Wang Hao from GIZ Sino-German Energy Partnership Project will discuss on balancing between green energy and energy security, and the role of flexibility for a decarbonised power system.
This is the second event of our event series of discussions on general policy and practice in the EU and China, energy transition, emission trading scheme, carbon taxation, green transportation, green supply chain and others.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Octavian Stamate
Mr. Octavian Stamate, official of the European Commission and, since September 1, 2018, works as counsellor for energy and climate action in the Delegation of the European Union to China. He leads and supports dialogue and cooperation between the European Union and China in these important policy areas. He has previously worked on energy in the Delegation of the European Union to Kazakhstan.

Li Yikai has successively worked in the Ministry of electronic industry, the Ministry of information industry and the Ministry of Industry and Information Technology (MIIT), served as the chief member of the Trade Development Department of the International Cooperation Department of the Ministry of electronic industry, the deputy director and researcher of the Comprehensive Department of the Foreign Affairs Department of the MIIT, the researcher of the Comprehensive Department of the International Cooperation Department of the MIIT, the Standing Committee member and deputy head of the county committee of Nanbu County of Sichuan Province, and the Director of Comprehensive Department and Regional Department of Planning Division of the MIIT, director of regional division. Now he is Deputy Director and Senior Engineer of Centre for International Economic and Technological Cooperation (CIETC) of MIIT, and Executive Deputy Secretary General of China Green Supply Chain Alliance.
李毅锴,先后在电子工业部、信息产业部、工业和信息化部工作,历任电子工业部国际合作司贸易发展处主任科员,信息产业部外事司综合处副处长、调研员,工业和信息化部国际合作司综合处调研员,四川省南部县县委常委、副县长,工业和信息化部规划司综合处处长、区域处处长。现任工业和信息化部国际经济技术合作中心副主任、高级工程师,中国绿色供应链联盟常务副秘书长。

Mr. Tao MAO is a master's tutor in law at Hebei University, director of the Office of the Secretariat of the China Green Supply Chain Alliance, a member of the Expert Advisory Committee of the China Green Supply Chain Alliance, a member of the Expert Advisory Committee of the China Green Manufacturing Alliance, and a member of the Expert Advisory Committee of the National Green Factory Promotion Alliance. Mainly engaged in industrial green development legal policy research work, Mr. Mao has presided over and participated in over 30 green supply-related research projects commissioned by the World Ban, MIIT and other agencies.
毛涛,工业和信息化部国际经济技术合作中心能源资源环境研究所所长、研究员,兼任河北大学法学学科硕士研究生指导教师,中国绿色供应链联盟秘书处办公室主任、中国绿色供应链联盟专家咨询委员会委员、中国绿色制造联盟专家咨询委员会委员、全国绿色工厂推进联盟专家咨询委员会委员等。主要从事工业绿色发展法律政策研究工作,主持和参与世界银行、工信部等单位委托的《绿色制造市场化推进机制创新研究》《绿色供应链管理体系研究》等课题30多项。

Doctor, Professor, well-known expert on electricity economy in China. He is the Vice President and Chief Energy Expert of the State Grid Energy Research Institute, a member of the Degree Committee of the China Electric Power Research Institute, the Director of the Special Committee on Kinetic Energy Economy and the Deputy Director of the Special Committee on Energy Information of the Chinese Society of Electrical Engineering, the Deputy Director of the Special Committee on Policy Simulation of the Chinese Society for Science and Technology Policy Research, a part-time professor and doctoral supervisor of North China Electric Power University and Beijing Jiaotong University. He is also a member of the expert committee of China Electric Power News, and enjoys special contribution allowance from the government.

Doctor, Researcher, Director of Research Department of Resource Technology Economy, Institute of Quantitative Economics and Technology Economics, Chinese Academy of Social Sciences. From 2006 to 2007, he was seconded to the Promotion and Application Group of the Informatization Office of the State Council, where he was responsible for e-commerce and rural informatization. From November 2010 to October 2011, he served as Deputy Director of the State Capital Commission and Deputy Director of the Development and Reform Commission of the Seventh Division of the Xinjiang Production and Construction Corps, where he won a third-class personal merit. After 2012, he joined forces with the U.S. Energy Security Council and the Institute for Global Security (USA) to create the Global Energy Security Think Tank Forum, of which he is the Secretary General and is responsible for the overall organisation of the Forum, which has been successfully held for six years now.

Doctor, Professor, Director of the Institute of Environmental Resources Law, China University of Political Science and Law. His main research areas: energy law, ecological law, environmental protection law. He is the Vice President of the Environmental Resources Law Research Society of the Chinese Law Society, the Vice President of the Beijing Ecological Rule of Law Research Society, the Standing Member of the Environmental Law Branch of the Chinese Society of Environmental Sciences, and the Head of the Research and Development Department of the Legal Help Centre for Pollution Victims (CLAPV) of the China University of Political Science and Law. 2011 Visiting Scholar of the U.S. Environmental Protection Agency (U.S. EPA). His doctoral dissertation, "Research on Biosafety Legislation", was awarded the "2009 National Outstanding Doctoral Dissertation". In 2012, he was selected by the Ministry of Education as one of the "New Century Excellent Talent Support Program".

Mr. Juan Ignacio Garcia de Motiloa
Juan Ignacio first came to China in 2003 to open a government commercial office in Shanghai to support Spanish companies doing business in China. He entered the private sector in 2007 to set up the first greenfield manufacturing plant in China for the Spanish multi-national automotive engineering company, Gestamp. In 2009, Juan Ignacio relocated to Beijing to become Managing Director for the Spanish wind engineering company, Gamesa (now Siemens-Gamesa). During his time in Beijing, Juan Ignacio became involved with the European Union Chamber of Commerce and led the sub-working group for Renewable Energy companies. He was later elected vice-president of the Executive Committee of the European Chamber (in Beijing). In 2013, Juan Ignacio was asked to return to Spain to take the appointment of Vice-minister of Industry and Energy for his native Basque region. There, he was responsible for the formation and execution of the industrial, energy and international policy of the government.
Juan Ignacio is now back in Shanghai where he is currently vice president and member of the board of Iraeta Energy Equipment company, a Spanish-multinational with a China JV manufacturing energy equipment mainly servicing the wind power sector.

A graduate of Columbia University, William Zhao joined Total as its China Country Chair. Before joining Total, he has held various positions with both multinational companies and start-ups in Germany, Saudi Arabia, Dubai, Africa and United States.
Between 1996 and 2000, William Zhao served as Planning Manager for Hewlett-Packard. Between 2000 and 2002, he served as Product Managers for two successful technology start-ups in United States. Between 2003 and 2004, he served as advisor to United Nations in Africa. Between 2005 and 2008, he served as Commercial Manager for Dubai Energy. Between 2008 and 2009, he served as Managing Director of an energy investment company based out of London and Dubai. He subsequently joined SABIC as its Global Strategy Director with both strategy and business development responsibilities in 2010. Between 2017 and 2018, he served as Managing Director of ZvK Prospero GmbH in Germany.

Ms. Hao Wang is the senior project manager in Sino-German Energy Partnership project of GIZ since April 2021. Her focused area is on climate & energy nexus in China. Before joining GIZ, she had over 16 years experiences working for Environmental Defense Fund focusing on power sector’s low carbon transition mostly through carbon market mechanism.
