Sustainable financing is an important tool for tackling climate change and other environmental challenges, and will be integral to putting global economic development on a sustainable path. Climate Finance is one of the sessions that addressed during recent Leaders Summit on Climate that President Biden has invited 40 world leaders attending from 22nd and 23rd April.
Forty years after the beginning of its reform and opening-up policy, China is now not only the world's second largest economy but also a world leader in defining and growing the green bond market. The country is pushing the development of green financing to support its industrial upgrading and anti-pollution campaigns, and environmental protection and decarbonisation have been made top priorities under the 14th Five-year Plan. This could open up new opportunities for European financial institutions, many of whom have expertise in green financing.
Some of the challenges China faces include: how to make its green bond standards more consistent with international criteria to help attract more investment; how to increase international cooperation on improving green finance standards, with a view to facilitating cross-border green capital flows; and how to improve collaboration between government, banks and industry to develop a coherent green finance market.
To answer these and other questions, and to explain how European financial institutions could identify opportunities in the Chinese market, we are pleased to invite representatives from the European Commission, the Chinese government, thinktanks and industry to share their insights.

Jörg Wuttke is Chief Representative of BASF China, based in Beijing. Wuttke is President of the EU Chamber of Commerce in China – an office he already held from 2007 to 2010 and from 2014 to 2017. Wuttke is a member of the Advisory Board of the Mercator Institute for China Studies (MERICS) in Berlin. He contributes regularly to the Swiss financial blog https://themarket.ch/. Wuttke has lived in Beijing for more than three decades.

Marcel Haag studied law at the universities of Freiburg, Bonn, Strasbourg and at the EUI in Florence and qualified as a judge in Düsseldorf. After a short stint in business, he joined the European Commission and worked in different Commission services. Until the summer of 2020 Mr Haag served as a Director for policy coordination in the Secretariat-General of the Commission. He is currently Director for Horizontal policies at the Directorate-General for Financial Stability, Financial Services and Capital Markets Union.

Mr. Liqun Jin
Mr. Jin Liqun is the inaugural President and Chairman of the Board of Directors. On July 28, 2020, he was elected to serve a second term of five years, beginning on Jan. 16, 2021. Before being elected as the Bank’s first president, Mr. Jin served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank.
Mr. Jin has rich experience across the private and public sectors, as well as with MDBs. He served as Chairman of China International Capital Corporation Limited, China’s first joint-venture investment bank, Chairman of the Supervisory Board of China Investment Corporation, and as Chairman of the International Forum of Sovereign Wealth Funds.
Mr. Jin previously served as Vice President, and then Ranking Vice President, of the Asian Development Bank, and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. He spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister.
Dr. Jun Ma
Dr. Jun Ma
Dr. Ma is the Founder and President of Institute of Finance and Sustainability (based in Beijing). He is also the Chairman of Green Finance Committee of China Society for Finance and Banking, Co-Chair of G20 Sustainable Finance Study Group, and Co-Chair of the Steering Committee of the Green Investment Principles for the Belt & Road.
Between 2018 and 2020, Dr Ma was the Director of Center for Finance and Development at Tsinghua University. Between 2014 and 2017, he served as the Chief Economist at the People’s Bank of China (PBOC)’s Research Bureau and a member of the central bank’s Macro-Prudential Committee. Before joining the PBOC, he worked for 13 years at Deutsche Bank, where he was Managing Director/Chief Economist/Investment Strategist for Greater China. During 1992-2000, he worked as a senior economist and economist at the World Bank and the IMF. From 1988-1990, he was a research fellow at the Development Research Center of China's State Council.
Dr. Ma published numerous books and articles on monetary policy, financial market, and green/sustainable finance. He led the drafting of China’s green finance guidelines in 2015-16 and facilitated the global consensus on scaling up green finance under the G20 framework during 2016-18. Over the past decade, he provided advices to policy makers in many areas, including monetary and macro prudential policies, RMB internationalization, green finance, and the Belt & Road initiative.
Dr. Ma received his Ph.D. in Economics from Georgetown University in 1994, and his master's degree in Management Science from Fudan University in 1988. He received numerous awards for his research and policy advocacy and was ranked # 1 Asia Economist by Institutional Investors for four years in a row from 2009-2012.

Peter Ling-Vannerus is responsible for developing and managing the Bank’s Business in Northern China, as well as monitoring the political and economic development of China for SEB. He studied at INSEAD and Georgetown University, Washington, D.C.

Mr. Peng Xiangdong has been General Manager of the Investment Banking Department at Agricultural Bank of China since 2018. Prior to his current role, Mr. Peng served as Deputy General Manager of International Finance Department, Financial Market Department, and Asset Management Department at ABC, where he established a career with the banking industry spanning over more than two decades.
In addition to his engagement with ABC, Mr. Peng sits on the Board of Directors of National Green Development Fund Co., Ltd., and he is a member of the China Wealth Management 50 Forum. Mr. Peng holds a Master in Finance from Renmin University.
Dr. Martin Raiser
Dr. Martin Raiser
Martin Raiser is the World Bank’s Country Director for China and Mongolia, and Director for Korea since March 1, 2019. Mr. Raiser is leading a team that is managing an evolving partnership with China, a growing program of support to Mongolia, and a deepening knowledge partnership with Korea focused on innovation and technology.
Mr. Raiser holds a doctorate degree in Economics (summa cum laude) from the University of Kiel, Germany, and degrees in Economics and Economic History from the London School of Economics and Political Sciences. Mr. Raiser worked for the Kiel Institute of World Economics and the European Bank for Reconstruction and Development, where he was Director of Country Strategy and Editor of the Transition Report. Since joining the World Bank in 2003, Mr. Raiser held positions as the Country Manager in Uzbekistan, Country Director for Ukraine, Belarus and Moldova, Country Director for Turkey, and most recently Country Director for Brazil.
Mr. Raiser, a German national, is married and has four children. He has published numerous articles in refereed economic journals and authored several books.
Mr. Christopher Flensborg
Mr. Christopher Flensborg
Mr. Christopher Flensborg joined SEB in 2003 and is Head of Climate & Sustainable Finance, mandated to identify areas where financial mandates can help solve societal challenges – and develop and implement solutions through collaboration with clients.
As a pioneer in Green Bonds, working closely together with The World Bank, he has developed concepts and mechanisms enabling mainstream investors to address climate investments in their portfolios. As a thought leader, SEB works to enable access for mainstream investor’s core portfolios to green investments.
SEB´s goal is to be a prime provider of mainstream financial climate solutions across various financial mandates. In this capacity, Mr. Flensborg is involved in climate investment strategies worldwide, from development to execution – from borrowers to investors.
Mr. Flensborg spent over 28 years working in leading international financial institutions. He received his management training from international banks through schooling at Oxford, INSEAD, and Harvard Kennedy School.

As Head of Sustainable Capital Markets for Global Markets Asia Pacific, Chaoni leads BNP sustainable finance solutions for corporate, financial institutions and investors with a focus on primary asset finance and securitisation. Working with Global Markets in Asia Pacific and the global sustainable finance community, Chaoni drives BNP continued expansion and leadership in Asian sustainable debt capital markets. Chaoni is an industry veteran with over 13 years of experience in sustainable finance having held various ESGrelated roles at Natixis, S&P Trucost, MSCI and the United Nations. In addition to her role at BNP Paribas, Chaoni is also deeply embedded in the sustainable finance industry, where she is Vice President and Secretary General of the Hong Kong Green Finance Association and a guest researcher at both the Green Finance Center at Tsinghua University and the China Economy and Sustainable Development Centre at the Cheung Kong Graduate School of Business. Chaoni received her Bachelor of Economics from the University of Warwick.
Mr. Aldo M. Romani
Mr. Aldo M. Romani
A graduate in monetary and financial economics of Bocconi University, Milan, Aldo shaped and launched the transaction with which EIB inaugurated the green bond market in 2007. In 2017-18, he coordinated the EIB-team that co-authored two White Papers on the Need for a Common Language in Green Finance with the China Green Finance Committee. These documents supported EIB’s proposals on EU taxonomy and EU green bond standard in the European Commission’s High-Level and Technical Expert Groups on sustainable finance. Under Aldo’s impulse, EIB has been the first issuer (2018) to align the documentation of its green bonds with evolving EU legislation on sustainable finance, notably the EU Taxonomy Regulation. The Bank is the largest issuer of green and sustainability bonds within the MDB-community (EUR44bn in 19 currencies) and ambassador of the EU strive for clarity in sustainability in the international capital markets.
