Following a year in which business activity in China experienced numerous ups-and-downs together with low GDP growth, questions persist about the country getting its economy back on track in 2023. New policies, economic targets, and a revamped leadership line-up unveiled during this month’s Two Sessions political meetings in Beijing – the first since the end of zero COVID – may offer the clearest indication of what the recovery will look like, and how it may impact those doing business in and from China.
Even as borders reopen and normalcy returns at home, however, numerous overlapping crises make the global outlook uncertain. China can be a positive force in the world economy, but it will likely need to overcome significant headwinds, such as lagging overseas demand and ongoing geopolitical tensions. How it opts to face these challenges will set the tone for foreign companies doing business in and with China, and for Chinese enterprises going abroad.
As China finally emerges from the pandemic and sets a course for the future, how will things play out? When we will really be “back to normal” in an economic sense? Will politics trump business? Or will more practical considerations win out? And, how can businesses best navigate competing risks?

Mr. Shameen Prashantham

Mr. Shameen Prashantham
Dr. Shameen Prashantham is a Professor of International Business and Strategy and Associate Dean (MBA) at China Europe International Business School (CEIBS) in Shanghai, China. Prior to joining CEIBS, he taught at Nottingham University Business School (NUBS) China and the University of Glasgow. He pursued doctoral and post-doctoral research at Strathclyde University in Glasgow, Scotland.
Prof. Prashantham is best known for his work on partnering between large corporations and startups – which he refers to as “dancing with gorillas.” This focus evolved from his extensive research on new venture internationalization. He is also interested in strategy-as-practice and is currently focused on partnerships that contribute to the UN Sustainable Development Goals (SDGs).
His latest book, Gorillas Can Dance: Lessons from Microsoft and Other Corporations on Partnering with Startups, offers managers in large corporations a proven guide to partnering and collaborating with startups to improve innovation by delivering the “where,” “why,” and “how” of corporation-startup partnerships. His academic research has also been published in journals such as Entrepreneurship Theory & Practice, Journal of Business Venturing, Journal of International Business Studies, Journal of Management Studies and Organization Studies.
Mr. Zhang Weijiong

Mr. Zhang Weijiong
Dr. Weijiong Zhang is Professor of Strategy, Vice President and Co-Dean at CEIBS. He is also the Director of the Centre of Chinese Private Enterprises at CEIBS. Before joining the school, Dr. Zhang was Associate Dean and Associate Professor at the Management School of Shanghai Jiao Tong University.
Dr. Zhang received his MSc in Marketing and his Ph.D. in strategy from the Faculty of Commerce and Business Administration at the University of British Columbia, Canada. His bachelor's degree is from the Department of Power Mechanical Engineering at Shanghai Jiao Tong University. Dr. Zhang's research has been published in Management Engineering, the Journal of Asian Business, the Journal of Pacific Affairs, Shanghai Management Science and the Journal of Advertising Research. His current research is focused on Chinese private enterprises, business environmental uncertainty and strategy, and internal price transfers.
Mr. Jörg Wuttke

Mr. Jörg Wuttke
Jörg Wuttke is Chief Representative of BASF China, based in Beijing. Wuttke is President of the EU Chamber of Commerce in China – an office he already held from 2007 to 2010 and from 2014 to 2017. Wuttke is a member of the Advisory Board of the Mercator Institute for China Studies (MERICS) in Berlin. He contributes regularly to the Swiss financial blog https://themarket.ch/. Wuttke has lived in Beijing for more than three decades.
Mr. Zhu Tian

Mr. Zhu Tian
Zhu Tian is Professor of Economics, Santander Chair in Economics, Associate Dean and Director of EMBA Program at CEIBS. He was the Department Chair of Economics and Decision Science between 2011 and 2016. Before joining CEIBS in 2005, Professor Zhu taught at the Hong Kong University of Science and Technology (HKUST) for ten years. From 1994 to 1995, prior to his academic career, Professor Zhu worked as an Industry Analyst for the First Chicago Bank in the United States. Educated in China and the US, he received his BSc, MA, and PhD degrees from Tsinghua University, Peking University, and Northwestern University, respectively.
Professor Zhu is an expert on the Chinese economy and the author of Catching Up to America: Culture, Institutions, and the Rise of China (Cambridge University Press, 2021). His research articles in recent years have appeared in China Economic Review, Comparative Economic Studies, Economics of Transition, Journal of Chinese Economic and Business Studies, Journal of Corporate Finance, and Journal of Financial Intermediation. In 2017, he received a best article award, the Bergson Prize from the Association for Comparative Economic Studies. In addition to his academic research, Professor Zhu has written many op-ed articles for the Chinese and international press and online media including China Daily, Financial Times, Forbes, Guancha, The Economic Observer, and The Wall Street Journal. He is also a recipient of the CEIBS Teaching Excellence Award.
Mr. Pascal Lamy

Mr. Pascal Lamy
Pascal Lamy (pascallamy.eu) is the President of the Paris Peace Forum and Brunswick Europe Chair. He is special advisor to the European Commission.
He shares his other activities between the Jacques Delors think tanks (Paris, Berlin, Brussels), the presidency of the UNWTO ethics of tourism committee, of the French Committee of the Pacific Economic Cooperation Council (PEEC), and the Musiciens du Louvre orchestra (Marc Minkowski). He is also holds positions in various French, European, and global boards or advisory boards ( Mo Ibrahim Foundation, IFPRI, CERRE, TMEA, Transparency International, Alpbach Forum, Beijing Forum, World Trade Forum, WEF global risks, Europaeum, Collegium international etc.). He is affiliate Professor at the China Europe International Business School CEIBS, Shanghai, and at HEC (Paris).
From 2005 to 2013, Pascal Lamy served for two terms as Director General of the World Trade Organization (WT0). He previously was European Commissioner for trade (1999-2004), CEO of Crédit Lyonnais (1994-1999), Chief of Staff to the President of the European Commission Jacques Delors and his G7 sherpa (1985-1994), Deputy Chief of Staff to the French Prime Minister (1983-1985) and to the French Minister for Economy and Finance (1981-1983).

Mr. Jurgen Cobbaut

Mr. Jurgen Cobbaut
Mr. Jurgen Cobbaut was appointed as the CMO of ArcelorMittal China in 2017. On this position, he is primarily responsible for obtaining sustainable profitability and operational excellence with support of ArcelorMittal China CMO team, by driving the business plan, leading high level commercial negotiations, and organizing the market intelligence as well as strategic positioning analysis etc. He joined ArcelorMittal Group in August 2003 and had worked in China as ArcelorMittal China CTO from 2011 to January 2018. Prior to joining China, he worked as Resident Engineer at ArcelorMittal Flat Carbon Steel Cologne. Jurgen Cobbaut holds a Master degree of Mechanical Engineering in University of Ghent.
Mr. Elton Huang

Mr. Elton Huang
Elton Huang brings over 20 years of experience serving government, Chinese companies and multinational companies. Since 1995 when he joined PwC shanghai, Elton has completed a number of overseas assignments in London with the European M&A Group and in San Jose, California in the US. Elton has wealth of experience in tax planning, investment and financing structuring and has been leading a professional team in serving Chinese companies to invest overseas.
Elton is the lead Partner of PwC Shanghai. He is also the Vice Chairman of Shanghai Association of Enterprises with Foreign investment; Shanghai Services Federation Committee Member and advisor to the Shanghai Municipal Government. Elton is a board member of Shanghai Charity Foundation – United Way Fund.
Elton graduated from Shanghai Jiao Tong University and received an EMBA from CEIBS (China-Europe International Business School). Elton enjoys running marathon and ultra trail race.
Mr. Peter Ling-Vannerus

Peter Ling-Vannerus is responsible for developing and managing the Bank’s Business in Northern China, as well as monitoring the political and economic development of China for SEB. He studied at INSEAD and Georgetown University, Washington, D.C.
Ms. Xueying Xia

Ms. Xueying Xia
XIA Xueying has been Government Affairs Director for Schneider Electric China since 2018. She is responsible for group executive events, thought leadership activities and public policy advocacy with Chinese central government. She leads the country sustainability committee of Schneider China to advance its sustainability efforts. Xueying sits on the experts committee of Carbon Neural Industry Cooperation Center of China Energy Research Society, and the Deputy Secretary General of International Energy Cooperation Center of China Energy Research Society.
Prior to joining Schneider Electric, XIA Xueying worked as Government and Partner Affairs Director for BP China from 2012 to 2017. Her major responsibilities were central government relationship, BP group executive engagement in China, policy and regulatory affairs, and strategic partner management, the major interface between BP group and Chinese national oil companies for cooperation both in and outside China. Before that, XIA Xueying worked for Dow Chemical as Business Development Manager at Dow China, and for Sasol China as Government Affairs and Public Affairs Manager.
