2022年底,中共中央、国务院发布《关于构建数据基础制度更好发挥数据要素作用的意见》(“数据二十条”), 从数据产权、流通交易、收益分配、安全治理等方面构建数据基础制度,提出了二十条政策举措。“数据二十条”旨在充分发挥我国海量数据规模和丰富应用场景优势,激活数据要素潜能,为数字经济治理提出了中国式数据治理思路。
为帮助会员企业更好地理解“数据二十条”的出台背景、主要内容,展望我国数据基础制度构建方向,以及企业面临的数字经济机遇与挑战,中国欧盟商会将邀请国家工业信息安全发展研究中心信息政策研究所数字经济研究室殷利梅主任、中伦律师事务所合伙人陈际红律师,就相关内容进行解读、分享。
本次会议为线上研讨会,语言为中文,提供同声传译服务。
At the end of 2022, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Building Basic Systems for Data to Better Give Full Play to the Role of Data Resources (Twenty Data Measures), proposing twenty measures for the establishment of a property system, a circulation and trading system, an income distribution system, and a governance system. The Twenty Data Measures aim at fully leveraging China’s abundant data resources and rich application scenarios, tapping into the potential of data resources, and shedding light on Chinese-style data governance.
To allow enterprises to better understand the background and main contents of the Twenty Data Measures, the future directions of China’s basic systems for data, as well as the associated opportunities and challenges, the European Chamber is delighted to invite Ms Yin Limei, director of the Research Institute of Digital Economy at the Department of Information Policy, China Industrial Control Systems Cyber Emergency Response Team (CICS-CERT), and Mr Chen Jihong, partner at Zhong Lun Law Firm to interpret these measures and share their insights into the aforementioned topics of crucial importance.
This event will take place online in Chinese with interpretation services available.

Advisory Council Policy

Ms. Limei Yin
殷利梅,国家工业信息安全发展研究中心信息政策所数字经济研究室主任,高级工程师。
殷利梅主任长期从事数字经济、数据要素等领域的政策研究工作,先后主持或参与了50余项工信部、中央网信办、国家发改委等部委,以及北京、浙江、湖南、宁夏等地方的课题项目,重点参与提升全民数字素养与技能、国家“十三五”“十四五”信息化规划起草,主持国家发改委《加快培育数据要素市场及探索数据产权保护与利用研究》、工信部《激活数据要素资源潜力相关政策预研》等重点课题,对国内外数字经济、数据要素战略部署及实践探索有较为深刻的理解和认识。
Ms Yin Limei, Director at Research Institute of Digital Economy, Department of Information Policy, China Industrial Control Systems Cyber Emergency Response Team (CICS-CERT), Senior Engineer. Ms. Yin has long been engaged in policy research in the field of digital economy and data elements. She has led and contributed to more than 50 projects for the Ministry of Industry and Information Technology, Office of the Central Cyberspace Affairs Commission, National Development and Reform Commission, and other ministries, as well as the local projects in Beijing, Zhejiang, Hunan, Ningxia, and other areas, focusing on improving digital literacy and skills of the entire population. She has also been involved in the drafting of the national 13th Five-Year and 14th Five-Year informatization Plans. Ms. Yin has a deep understanding of the digital economy, the strategic deployment of data elements, and practical exploration at home and abroad.
Mr. Chen Jihong

Mr. Chen Jihong
Chen Jihong is a Partner at Zhong Lun Law Firm and is widely regarded as one of the leading cyber security and IP lawyers in the PRC having advised some of the world's largest companies, both foreign and domestic.
Mr Chen’s main areas of legal expertise include: TMT Law, Intellectual property protection, IP portfolio management, IP licensing, e-Commerce, Privacy and data protection, anti-unfair competition, cyber security, domain name dispute resolution, IT and High-tech related legal matters.
Fluent in both Chinese and English, Jihong received his Masters at Tsinghua University in 1996, before graduating from Chicago-Kent College of Law in 2002. Mr Chen is widely published in leading academic journals and has received numerous awards domestically in the areas of IP and telecommunications law, most recently Mr. Chen was selected as “2015 China Top 15 IP Lawyers” by Asia Law and Business and in 2016 was awarded “Telecommunications Law -Lawyer of the Year in China” by Corporate INTL.
Ms. Xiaowen Ma

Ms. Xiaowen Ma
Xiaowen Ma serves as Senior Public Policy Manager for Infineon Technologies, a world-leading semiconductor company headquartered in Germany, where her main responsibilities include tracking, analyzing and influencing policies, regulations and technical standards, with a particular focus on security. Xiaowen is also serving as Chair of the European Chamber’s Cybersecurity Sub-working Group.
Prior to joining Infineon, Xiaowen worked for years as Senior Business Manager at the European Chamber, where she was responsible for the Information and Communication Technology Working Group and the Cybersecurity Sub-working Group, led the Chamber’s engagement with Chinese and European governments and other stakeholders in the ICT field, and provided counselling to European companies on market entry and regulatory issues, especially on cybersecurity, encryption, data protection and telecoms/cloud.
Xiaowen holds a Master’s degree in European Affairs from Sciences Po Paris, and a Bachelor’s degree in French Language and Literature from Renmin University of China.
