Carbon neutral bonds is a sub-variety of green bonds, which refers to the use of funds raised specifically for green projects with carbon reduction benefits under the existing green bonds policy framework. The first batch of carbon-neutral bonds were issued in China's interbank bond market, which worth 6.4 billion yuan in total, will be used to finance carbon-reduction projects. This is an important action for China to achieve carbon dioxide emissions to a peak before 2030 and become carbon neutral before 2060 to tackle climate change. The CSR Beijing forum is delighted to invite experts from PwC, CBI, Bank of China and Sino Carbon to discuss topics regarding the development of carbon emission trading, issuance process and index accounting of carbon neutral bonds, which offers an opportunity to keep corporations updated on this initiatives.

Mr. Hongbin Jiang
Dr. Hongbin Jiang currently is the Partner of Capital Project & Infrastructure (CP&I), Integrated Urban Services in PwC Beijing Office. He has 27 years of experience in capital project and infrastructure development, financing, and management.
He was responsible for the preparation and implementation of a number of large infrastructure projects domestically and overseas, in energy, transportation, environment, water conservation, urban development, and other sectors. He provided advisory services for major Chinese SOEs , World Bank, Asian Development Bank, and United Nations Development Programme. In recent years, he has provided many advisory works on infrastructure’s deal structuring, preparation and implementation of large projects for Chinese investors, SOEs, and the governments in China and in over 20 Belt & Road countries.
Dr. Jiang worked at Asian Development Bank as a Senior Project Officer, and worked at senior managerial positions in Chinese large SOEs. He was an Adjunct Professor at International Project Management Institute of Tsinghua University, China, and published a number of research papers in the first-tier international academic journals. Currently he is a PPP Expert for Ministry of Finance, PRC, and the Deputy Director of the Finance and Tax Experts Committee of the China Association of International Engineering Consultants of Ministry of Commerce, PRC.

Mr.Ni is a partner of Private Equity group at PwC China Beijing office, who has 20 years experience in PwC. Mr. Ni is the audit partner of private equity fund business group, who is in charge of big asset management business and the main leader of green finance business. He has rich experience in asset management and other financial audit services, and a keen understanding of green financial policy and industry development trend. In the field of green finance, Mr. Ni has been committed to supporting and promoting the development of green finance, and served as the deputy director of the Green Finance Cooperation Committee of the Asian Financial Cooperation Association, aiming to provide customers with internationalized and specialized green financial services.

Irene Zhou is the Senior Manager of PWC's Green Finance Department. She has more than 17 years experience working in the field of green finance, energy saving and low carbon consulting.
Ms Zhou's team focuses on ESG Investment strategy and plan,due diligence on ESG projects, green finance product design, green asset based securities, green asset valuation, special audit and information disclosure, risk management system building concerning green finance and etc.
The project Ms Zhou led include: Carbon Neutral consulting project of world-renowned investment fund institutions; assurance for policy bank’s green bond issuance and related special audit; green finance risk assessment for a major financial institution; green investment strategy consulting for a state-owned company; energy-saving consulting for a top 500 enterprises; urban infrastructure consulting, World Bank green loan program and carbon trading consulting.
Mr. Wenhong Xie

Wenhong Xie is the Head of China programme of Climate Bonds Initiative (CBI), an investor-focused NGO that aims at mobilizing capital market for climate change solutions. Based in Beijing, he is responsible for leading the management and development of CBI’s projects and business in mainland China. In addition to managing research projects and liaising with government agencies, multilateral organizations, verifiers, underwriters and institutional investors, Wenhong also provides advice on green bond issuance and certification to support potential green bond issuers such as banks, state-owned enterprises, municipalities, and large corporates.
Prior to joining CBI, he worked as an economist at Tsinghua’s Center for Finance and Development (led by Dr. Ma Jun) and a consultant for the International Finance Corporation, in addition to a number of think tanks and NGOs in environment and international development. Wenhong has a M.A. in International Policy Studies from Stanford University.

Ms. Li Zhe, Product Manager, CFA FRM, Bank of China
Li joined Bank of China in 2009 and has more than 10 years’ experience in asset management and investment banking industry. She is currently working at the DCM team in the Investment Banking and Asset Management Department of Bank of China Head Office, mainly responsible for panda bonds, Eurobonds and other cross-border varieties. Li has participated in the dollar and euro transaction of Ministry of Finance, AIIB Panda Bonds and the first batch of Carbon Neutral Bonds. Li's team has dominant position in the cross-border business. The team has sat first in the league table of panda bond and China offshore bond for more than five consecutive years, and in the Green Bond market for nearly two years.

Dr. Tang is a senior expert in the field of climate change and has 16 years of consulting experience in the energy and environment fields.
Business scope: standard development of GHG and energy; third- party verification of carbon emission, emission reduction, energy saving, green manufacturing and clean production; government planning of circular economy, climate change and low-carbon. His team has extensive experience in corporate and government projects, and can provide a package of comprehensive carbon peaking and neutralization services.
Project performance: carbon peak and neutralization planning of local governments; low-carbon development planning of large-scale enterprise; national and local ETS design; CDM/CCER methodology development and project certification; carbon emission verification and energy saving diagnosis of industrial enterprises, etc.
