响应“十四五”规划所指引的加快数字化发展、建设数字中国、建立健全数据要素市场规则和推动构建网络空间命运共同体,全国人大法工委于2021年4月29日发布了《数据安全法》与《个人信息保护法》草案二次审议稿。作为数据与个人信息保护相关的上位法,随着数字经济与数字发展,两法将在各行各业有着深深地影响。
中国欧盟商会很荣幸邀请会员企业参加由北京师范大学网络法治国际中心执行主任、博导吴沈括作为主讲嘉宾的《数据安全法(草案)》与《个人信息保护法(草案)》相关解读会。会议内容包括吴教授对两部法律草案的解读,和两部法律草案与欧盟《数字服务法》、《数字市场法》的关系介绍。
In response to the "14th Five-Year Plan" to speed up digital development, build a digital China, establish and improve market rules for data elements, and promote the construction of a community with a shared future in the cyberspace, the Legislative Committee under the National People's Congress (NPC LAC) issued the revised drafts for the Data Security Law and Personal Information Protection Law for second round of public consultation. The laws will act as the superordinate laws supervising data and personal information protection in China. With the development of digital economy and digital, the two laws will have a profound impact in all industries.
The European Chamber is honoured to invite member companies to participate in a private sharing session on the Data Security Law (Draft) and Personal Information Protection Law (Draft) with professor Wu Shenkuo, Beijing Normal University International Center for Cybersecurity. The content of the meeting includes Professor Wu's interpretation of the two drafts and an introduction analysis of the relationship between the two drafts and the EU's recently released Digital Services Act (DSA) and Digital Market Act (DMA).

Dr. Wu Shenkuo
Dr. Wu Shenkuo
Law Professor and LLM Tutor of College for Criminal Law Science & Law School at Beijing Normal University. He gets his PhD and Post-doctor at University of Verona. He is also the associate researcher at the University of Verona and contract researcher at the University of Turin, as well as senior consultant of United Nations for cybersecurity and cybercrime issues, consultant at the Supreme Court of China, consultant of Politics and Law Committee of Beijing, Secretary-General of Research Centre of Internet Society of China, editorial board member of authoritative criminal journal Diritto Penale XXI Secolo, consultant of QS Ranking Group for academic reputation of international universities.
Prof. WU is specialized in Cyber Law,ICT Criminal Law (Cybercrime), Economic Criminal Law (White Collar Crime), Comparative Criminal Law and International Criminal Law (European Criminal Law). Prof. WU has already published, in Italian and English, one piece of monograph, two pieces of books in collaboration with his research team, about 10 pieces of articles on the foreign core journals and completed the Italian translations of Chinese Criminal Law, Criminal Procedure Law and Judicial Interpretation of Criminal Law. Besides, Prof. WU has also published more than 10 pieces of articles on CSSCI journals like Tsinghua Law Review and core presses like Guangming Daily. For the research projects, Prof. WU has been in charge of several international academic projects funded by Italian Central Bank, University of Turin, Cariverona Foundation, etc and several national academic projects funded by Chinese National Social Science Funds, China Scholarship Council, Beijing Normal University and so on.
Dr. Renhai Gong
Dr. Renhai Gong
Dr. GONG Renhai, Director of Policy Research, SAP Greater China, who also serves as the National Chair of Cybers-security Sub-working Group under EUCCC. He mainly focuses on tracking legal and practical research on Cybersecurity Law, Cryptography Law and other related digital economic laws and regulations, Foreign Investment Law, Autonomous and Controllable Policy. Dr. Gong has been working in central government agencies for near two decades, who was mainly engaged in the WTO Rules Negotiations in Doha Round, consultations of bilateral free trade areas, competition law, trade remedy law and IPR border enforcement. His diplomatic mission lasted for three and half years in the Chinese Embassy in Washington D.C., whose responsibilities were to deal with trade frictions and to study IPR legislation and judicature.
In 2002, he was awarded Master of Arts degree (High Distinguished) in International Relations in Economy and Trade from Flinders University of South Australia. In 2014, Renhai got Ph.D. degree (cum laude) in the major of International Economic Law in China University of Political Science and Law (CUPL). In addition, he was nominated as a senior fellow in the Faculty of Law at the University of Hong Kong (HKU) under Swire Group Scholarship Award.
